新的船用燃料低硫法规要求炼油厂增加供氢和硫磺回收能力

【摘要】:正2016年10月底国际海事组织发布了低硫船用燃料油(LSBO)新法规,将硫质量分数降至0.5%,将于2020年开始在全球范围内执行。届时要新增重油焦化能力,炼油商现在就要行动。不过,几家咨询公司的联合评估认为,这样做风险高、资金投入大,不这样做炼油行业也能满足硫质量分数不高于0.5%和不高于0.1%的船用燃料的需求,同时也能满足其它非船用燃料的需求。
[Abstract]:At the end of October 2016, the International Maritime Organization (IMO) issued a new regulation on low-sulfur marine fuel oil (LSBO), which will be implemented globally in 2020, reducing the sulfur content to 0.5. Refiners will now have to act to increase the capacity of heavy oil coking. However, a joint assessment by several consulting firms suggests that doing so is risky and costly, and that failure to do so can also meet the demand for marine fuel with sulphur content of no more than 0.5 per cent and less than 0.1 per cent. It can also meet the needs of other non-marine fuels.
