试论和谐劳动关系的构建

【摘要】: 社会关系多样复杂,其中一个重要的社会关系是劳动关系。建设和谐的劳动关系是构建和谐社会的重要组成部分,党的十七大又将其作为重要战略部署。 经过二十多年的改革和发展,市场经济体制在我国已经逐步确立,社会经济成分、组织形式、就业方式、分配形式和利益关系日趋多样化,劳动关系的主体结构、主体地位、主体利益、规范和调节方式、劳动力配置方式也随之发生了深刻而巨大的变化,呈现出空前复杂的局面。研究这些变化,把握其特点,掌握其规律,对于构建和谐劳动关系,进而构建和谐社会无疑具有重要意义。而如何构建和谐的劳动关系,既是社会关注焦点,也是政府需要着力解决的难点,还是学界专家学者纷纷倾力关注的重点。 本文在汲取既往研究成果的基础上,以马克思劳动价值理论为指导,从劳动和劳动关系的本质属性和历史考查入手,就新时期的劳动关系的发展变化和构建和谐劳动关系的必要性、构建思路和途径,尝试性地进行了分析和研究。笔者认为,和谐劳动关系主体是政府、企业、工会和劳动者本身,劳动关系主体特征、相互关系和责权通过实践来表征,劳动关系主体在实践中形成矛盾体,既相互对立,又相互统一。构建和谐劳动关系并不是要彻底消除矛盾,而是使矛盾双方更好地实现协调、融洽、合作。
[Abstract]:The construction of harmonious labor relations is an important part of the construction of harmonious society, and the Seventeenth National Congress of the Communist Party of China regards it as an important strategic arrangement. After more than 20 years of reform and development, the market economy system has been gradually established in China, social and economic elements, organizational forms, employment, distribution forms and interests are increasingly diversified. The main structure of labor relations, subject status, subject interests, norms and regulation methods, labor allocation mode has also undergone profound and huge changes, showing unprecedented complex situation. Study these changes. Grasping its characteristics and laws is undoubtedly of great significance to the construction of harmonious labor relations and thus to the construction of harmonious society. However, how to construct harmonious labor relations is the focus of social concern. It is also a difficult point that the government needs to solve, and also the focus of academic experts and scholars. Based on the previous research results and guided by Marx's theory of labor value, this paper starts with the essential attributes and historical examination of labor and labor relations. On the basis of the development and change of labor relations in the new period and the necessity of constructing harmonious labor relations, the author tries to analyze and study the ideas and approaches of constructing harmonious labor relations. The author thinks that the main body of harmonious labor relations is the government and enterprises. Trade unions and workers themselves, the main characteristics of labor relations, mutual relations and rights to express through practice, labor relations between the main body in practice to form a contradictory body, both opposite each other. To construct harmonious labor relations is not to completely eliminate contradictions, but to achieve better coordination, harmony and cooperation between the two sides.
