山东亚太森博浆纸有限公司人力资源发展战略研究

【摘要】:世界一体化和经济全球化的不断加强,知识在经济发展过程中的重要性日益突出,竞争更加激烈,企业之间的竞争归根结底是人才的竞争。人力资源的开发与利用成为企业发展的关键要素。 本文首先从山东亚太森博浆纸有限公司人力资源管理现状和存在的问题分析入手,归结出其人力资源管理的问题是人员流动频繁,优秀人才流失严重,能否留住优秀人才成为公司发展的瓶颈。本文采用战略管理态势分析法—SWOT分析法,通过访谈、实地考察、文献参阅等方法,对公司的发展现状和外部环境进行研究。 研究结果表明,山东亚太森博浆纸有限公司的优势是:公司发展前景良好;人力资源充、具有发展潜力;优秀的企业文化引导员工价值认同;系统的员工培训为企业发展加速;法人治理结构健全。劣势是:优秀人才流失严重,人员流动频繁;公司高层管理人员更换频繁;绩效管理不合理;公司薪酬缺乏激励;公司职位等级设置不合理;人力资源战略合作能力不足。公司面临的机遇:劳动力市场专业人员供给充分;国家政治的稳定,政策的支持;新《劳动法》、《劳动合同法》的出台;全球经济不断复苏。面临的挑战:全球经济一体化;科学技术的进步,人口城市化;新的竞争对手加入,市场竞争压力加大;行业运行状况;人才流失成本高。 根据分析公司的优势劣势、面临的机遇和挑战,提出山东亚太森博浆纸有限公司人力资源发展战略:坚持以增强核心竞争力为主线,完善管理机制,使员工队伍形成合力,增强企业向心力、凝聚力,提高员工能力,激发员工活力,建立“人力资源是主要资源”的指导思想,构建战略管理能力;使人力资源管理工作为公司战略目标的实现提供有力的保障。提出改进人力资源管理的策略:引进才对策;培养人才对策、培训人才对策、留住人才对策。使公司的人力资源管理结构人更趋合理,充分发挥优势,促使企业持续稳定发展。 本文主要创新点有:较系统地分析研究山东亚太森博浆纸有限公司人力资源管理的现状,进而提出应对意见和建议,具有一定的前瞻性、实用性和创新性,其成果对于进一步深入研究企业人力资源管理,推动企业积极向上的发展具有一定的参考价值。在已有的研究理论基础上,提出了山东亚太森博浆纸有限公司人力资源管理模式。以公司战略为依据,提出山东亚太森博浆纸有限公司人力资源发展战略。本文通过对公司的内外部环境及优势劣势的分析,制定出发扬优势、弥补劣势,抓住机遇,合理应对不利因素的人力资源管理战略。
[Abstract]:With the development of world integration and economic globalization, knowledge is becoming more and more important in the process of economic development. The competition among enterprises is, in the final analysis, the competition of talents. The development and utilization of human resources has become the key element of enterprise development. This paper begins with the analysis of the current situation and existing problems of human resource management in Shandong Asia Pacific Sembo Paper Co., Ltd., and concludes that the problems of human resource management are the frequent turnover of personnel and the serious loss of outstanding talents. Whether or not to retain outstanding talents has become the bottleneck of the development of the company. This paper uses the strategic management situation analysis-SWOT analysis, through interviews, field visits, literature review and other methods to study the development of the company and the external environment. The results show that the advantages of Shandong Asia Pacific Sembo Paper Co., Ltd. are: good development prospects; full human resources, development potential; excellent corporate culture to guide employee value identity; systematic staff training for the enterprise development; The structure of corporate governance is sound. The disadvantages are: serious brain drain, frequent turnover of personnel; frequent turnover of senior managers; unreasonable performance management; lack of incentive for compensation; unreasonable establishment of position level; insufficient strategic cooperation ability of human resources. The opportunity that the company faces: the labor market professional personnel supply is sufficient; the national political stability, the policy support; the new "labor law", "the labor contract law" the promulgation; the global economy unceasingly recovers. Challenges: global economic integration, scientific and technological progress, population urbanization, new competitors, increased market competition pressure, industry operating conditions, high brain drain costs. According to the analysis of the advantages and disadvantages of the company, the opportunities and challenges faced by the company, the paper puts forward the human resource development strategy of Shandong Asia Pacific Sembo Paper Co., Ltd.: insist on strengthening the core competitiveness as the main line, perfect the management mechanism, and make the staff team form a resultant force. Strengthen the enterprise's centripetal force, cohesive force, improve employee's ability, stimulate employee's vigor, establish the guiding ideology of "human resource is the main resource", construct the strategic management ability; Make the human resources management work for the company's strategic objectives to provide a strong guarantee. The strategies of improving human resource management are put forward: the strategy of introducing talent, the countermeasure of cultivating talents, the countermeasure of training talents, the countermeasure of retaining talents. Make the human resource management structure of the company more reasonable, give full play to the advantages, and promote the sustainable and stable development of the enterprise. The main innovations of this paper are as follows: systematic analysis and research on the current situation of human resource management in Shandong Asia Pacific Sembo Paper Co., Ltd., and then put forward some suggestions and suggestions, which are forward-looking, practical and innovative. The results have certain reference value for the further study of enterprise human resource management and the positive development of enterprise. On the basis of the existing research theory, the paper puts forward the human resource management mode of Shandong Asia Pacific Sembo Paper Co., Ltd. Based on the company strategy, the paper puts forward the human resource development strategy of Shandong Asia-Pacific Sembo Paper Co., Ltd. Based on the analysis of the internal and external environment and the advantages and disadvantages of the company, this paper formulates the human resource management strategy to carry forward the advantages, make up for the disadvantages, seize the opportunities and deal with the unfavorable factors reasonably.
