河南省职业教育问题研究

【摘要】: 2002年全国职业教育工作会议以来,河南省加强了对职业教育工作的领导和支持,以就业为导向改革与发展职业教育成为社会共识。经过这些年的发展,河南省的职业教育取得了长足的进步,其规模不断扩大,服务于经济社会的功能明显增强,为河南省职业教育的发展做出了贡献。但从总体上来看,河南省职业教育仍欠发达,是河南省各类教育中的薄弱环节。具体表现在:一、河南省职业教育投资整体水平偏低,经费来源主要依靠政府财政投入;二、河南省职业教育地区间发展不平衡,尤其是农村职业教育办学条件较差;三、河南省职业教育学校数、招生数、在校学生数等各项指标等与发达地区相比相对较弱,并且地区内发展不平衡。 为了进一步贯彻落实《中华人民共和国职业教育法》和《中华人民共和国劳动法》,适应全面建设小康社会对高素质劳动者和技能型人才的迫切需要,促进经济社会的稳定、持续发展,必须大力发展职业教育。为此,一、理顺管理体制,切实加大对职业教育的投资力度;二、适度降低受教育者个人的负担,完善职业学校贫困生资助政策;三、加强对民间教育投资的引导和管理,调动企业和社会办学的积极性;四、改革和完善现行的财政拨款方式,优化财政资源配置方式。 通过一系列政策措施的出台和实施,促进河南省职业教育快速发展,满足河南省全面建设小康社会对高素质劳动者和技能型人才的迫切要求,提高职业教育服务社会,服务经济建设的能力。
[Abstract]:Since the 2002 National Conference on Vocational Education, Henan Province has strengthened its leadership and support for the work of vocational education. It has become a social consensus to reform and develop vocational education by taking employment as the guide. Through the development of these years, the vocational education of Henan Province has made great progress, its scale is expanding, the function of serving the economy and society is obviously enhanced, and it has made a contribution to the development of the vocational education in Henan Province. But on the whole, vocational education in Henan Province is still underdeveloped and is a weak link in all kinds of education in Henan Province. The main results are as follows: first, the overall level of vocational education investment in Henan Province is on the low side, and the source of funds mainly depends on the financial input of the government; second, the development of vocational education in Henan Province is unbalanced, especially in the rural vocational education. Third, the number of vocational education schools in Henan Province, the number of enrollment, the number of students and other indicators are relatively weak compared with the developed regions, and the development of the region is not balanced. In order to further implement the Vocational Education Law of the people's Republic of China and the Labor Law of the people's Republic of China, to meet the urgent needs of building a well-off society in an all-round way for high-quality workers and skilled personnel, and to promote economic and social stability, Sustainable development, must vigorously develop vocational education. Therefore, we should straighten out the management system, increase the investment in vocational education, reduce the personal burden of the educatee appropriately, and perfect the policy of subsidizing the poor students in vocational schools. Third, we should strengthen the guidance and management of non-governmental education investment, mobilize the enthusiasm of enterprises and society in running schools, and fourth, reform and perfect the current financial allocation methods and optimize the allocation of financial resources. Through the introduction and implementation of a series of policies and measures to promote the rapid development of vocational education in Henan Province, to meet the urgent requirements of building a well-off society in Henan Province for high-quality workers and skilled personnel, and to improve vocational education to serve the society.
