国防知识产权市场运营模式研究

【摘要】：国防知识产权具有显著的资本属性特征,是激励创新、转变经济发展方式、建设创新型国家的重要战略资源。解决当前国防知识产权资本化不畅的问题,不能仅依靠政府推动、政策引导,还必须更好地发挥市场对创新资源配置的决定性作用,降低交易费用。关键是要根据国防知识产权资本属性,按照资本市场运作规律,加强和改进国防知识产权资本运营管理,组建国防知识产权资本运营机构,在政府、国防科研院所、企业等主体间架起互动沟通的桥梁,处理好资金流、技术流、收益流之间的关系,以更好地达到激励创新、驱动发展的目的。
[Abstract]:National defense intellectual property is an important strategic resource for stimulating innovation, changing the mode of economic development and building an innovative country.In order to solve the problem of inefficient capitalization of national defense intellectual property, we should not only rely on government promotion and policy guidance, but also give full play to the decisive role of the market in the allocation of innovative resources and reduce transaction costs.The key is to strengthen and improve the operation and management of national defense intellectual property capital in accordance with the nature of national defense intellectual property capital and in accordance with the law of capital market operation, and to set up national defense intellectual property capital operation institutions in the government and national defense research institutes.Enterprises and other main bodies set up a bridge of interaction and communication, deal with the relationship among capital flow, technology flow and income flow, in order to better achieve the purpose of encouraging innovation and driving development.
