【摘要】:开展农村土地经营权抵押贷款,破解农村地区缺乏有效抵押物的困境,为在农村经济发展过程中资金不足问题的解决提供了有效途径。但是,农村土地承包经营权抵押贷款不仅具有一定法律风险,同时还存在民生风险和金融风险,因此需要采用相应的风险防范措施推动农村土地承包经营权抵押贷款的实施:完善法律制度,构建完备的市场服务功能机制,培育和规范农村土地流转市场,加强农村金融机构对抵押业务的支持。
[Abstract]:Developing the mortgage loan of rural land management right to solve the dilemma of lack of effective collateral in rural areas provides an effective way to solve the problem of insufficient funds in the process of rural economic development. However, there are not only legal risks, but also livelihood risks and financial risks in the mortgage loans for the contracted management right of rural land. Therefore, it is necessary to adopt corresponding risk prevention measures to promote the implementation of rural land contractual management right mortgage loan: to perfect the legal system, to construct a complete market service function mechanism, to cultivate and standardize the rural land circulation market, Strengthen the support of rural financial institutions to mortgage business.
