国家在长期照护社会保障中的功能定位与职责分工

【摘要】：长期照护是因应老龄化进程加快和家庭结构变迁,面向长期失能人员提供的一项新型社会保障制度。探索长期照护管理体制是我国目前正在开展的长期照护社会保障试点工作的一项重要任务。通过回顾国家在社会保障中的角色变迁,认为国家在长期照护社会保障中应发挥制度供给者、调控监管者和最终责任者功能,在这一理念指导下,合理确定中央政府和地方政府、社保部门和民政部门的职责分工。
[Abstract]:Long - term care is a new kind of social security system , which is based on the process of aging and the change of family structure and facing long - term disability . It is an important task to explore the role of long - term care management system in the long - term care of social security . By reviewing the role of the state in social security , it is believed that the state should play the role of system supplier , regulator and final responsible person in the long - term care of social security . Under the guidance of this concept , it is reasonable to determine the division of responsibilities between central government and local government , social security sector and civil affairs department .
