专利权质押融资政策分析

【摘要】：政策措施在促进我国科技型中小企业专利权质押融资过程中发挥了重要作用,使该项融资业务在短期内迅速发展。目前我国专利权质押现状并不乐观,差异的地区分布显示出政策的不足。为此,政府要高度重视专利权质押融资功能并积极出台扶持性政策,针对产业周期不同的企业合理安排贷款期限和贷款额度以缓解企业融资瓶颈,同时增强政策的法制效力和约束力。
[Abstract]:Policies and measures have played an important role in promoting the financing process of patent pledge for small and medium-sized technological enterprises in China, which makes the financing business develop rapidly in the short term. The present situation of patent pledge in China is not optimistic. Therefore, the government should attach great importance to the financing function of patent pledge and actively issue supportive policies to arrange the loan term and loan quota for enterprises with different industrial cycles in order to alleviate the bottleneck of enterprise financing. At the same time, strengthen the legal effectiveness and binding force of the policy.
