基于产业集群视角下的温江花木产业研究

【摘要】：花木产业被称为21世纪的“朝阳产业”,随着经济的快速发展,人民生活水平的提高,我国的花木产业经过几十年的恢复和发展,已经成为前景广阔的新兴产业。四川省成都市温江区自古就有“花木之乡”的美誉,在川西甚至整个西部都享有盛誉。2009年震后重建工作的大幅度开展以及成都市建设“世界现代田园城市”的目标和要求,使得温江花木产业在这一大背景下快速发展,形成了中国西部最大的花木生产交易中心,在全国花木行业中享有盛誉,具有举足轻重的地位。农业产业集群作为空间上的一种集聚现象,是带动地方经济发展的重要方式,它凭借其强大的竞争优势成为很多产业发展的战略之一,目前在国内外已经成为很普遍的现象。农业产业集群是现代农业发展的重要方向,对促进国家和地区经济发展都有重要意义。本文将农业产业集群与花木产业结合,主要以温江花木产业为研究对象。首先介绍了国内外花木产业发展新动态、国内外农业产业集群研究现状、我国花木产业发展现状和成都市花木产业发展现状以及产业集群在花木产业中的应用经验,之后选择成都市温江区作为本研究的研究区域,重点介绍了温江区花木产业的现状、发展历史等,并以产业集群和农业产业集群理论为指导,采用实地调查和访谈,并结合定性和定量方法,运用空间基尼系数法、区位商法等对温江花木产业是否形成集群进行判断,以及运用市场集中度对花木产业集群所处阶段进行分析,为促进温江花木产业升级,形成区域品牌,针对问题提出可行性的建议。得出的主要结论如下： (1)温江花木产业已经形成产业集群,且目前正处于成长期到成熟期的过渡时期,需要政府等各方面的共同努力促进其正常过渡,使其朝着更好的方向发展。 (2)温江仍需继续做大做强花木产业,将花木产业作为农民增收的一大产业,同时要进一步提升花木业的科技含量和科学经营水平,不断加强科技队伍的建设,发展壮大科技力量。 (3)温江区花木产业主管部门应与其他单位如农发局等相互合作,做好花木产业的宏观调控,进一步优化环境,整合有限资源,树立质量品牌,提高花木企业竞争力,打响温江花木品牌,打造“西部花都”。 (4)温江花木产业物流体系不健全,市场基础建设还不完善,布局不合理,市场交易方式陈旧,流通环节缺少必要的储藏、保鲜、加工、运输和信息服务等配套功能,需大力发展花木物流业,建立高标准的大物流市场。
[Abstract]:Flower and wood industry is called "sunrise industry" in the 21st century. With the rapid development of economy and the improvement of people's living standard, the flower and tree industry of our country has been recovering and developing for several decades. Has become a promising emerging industry. Wenjiang District, Chengdu, Sichuan Province has been known as the "hometown of flowers and trees" since ancient times. Western Sichuan and even the whole west of Sichuan enjoy a high reputation. The large-scale reconstruction work after the 2009 earthquake and the goals and requirements for Chengdu to build a "modern rural city in the world" have enabled the rapid development of the flower and wood industry in Wenjiang against this background. The largest flower production and trading center in western China has gained a high reputation and played an important role in the national flower and tree industry. As a spatial agglomeration phenomenon, agricultural industrial cluster is an important way to promote the development of local economy. By virtue of its strong competitive advantage, it has become one of the strategies for the development of many industries and has become a very common phenomenon at home and abroad. Agricultural industrial cluster is an important direction of modern agricultural development. To promote national and regional economic development are of great significance. This paper combines the agricultural industry cluster with the flower and wood industry, mainly takes the Wenjiang flower and wood industry as the research object. Firstly, the paper introduces the new development trend of the flower and tree industry at home and abroad, and the current research situation of the domestic and foreign agricultural industry cluster. The present situation of flower and wood industry development in Chengdu and the application experience of industry cluster in flower and tree industry in Chengdu are introduced. Then, Wenjiang district of Chengdu is selected as the research area of this study, and the present situation of flower and tree industry in Wenjiang area is introduced emphatically. Under the guidance of the theory of industrial cluster and agricultural industrial cluster, field investigation and interview are adopted, combined with qualitative and quantitative methods, the spatial Gini coefficient method is used. The location quotient law and so on judge whether the Wenjiang flowers and trees industry form the cluster, and use the market concentration degree to analyze the stage of the flower and wood industry cluster, in order to promote the Wenjiang flower and tree industry upgrade, form the regional brand, The main conclusions reached are as follows:. 1) Wenjiang flower and wood industry has formed industrial cluster, and is now in the transition period from growth to maturity. It needs the joint efforts of government and other aspects to promote its normal transition and make it develop in a better direction. Wen Jiang still needs to continue to expand and strengthen the flower and wood industry, regard it as a major industry for farmers to increase their income, and at the same time further enhance the scientific and technological content and scientific management level of the flower industry, and constantly strengthen the construction of scientific and technological teams. Develop and strengthen the power of science and technology. The department in charge of flower and wood industry in Wenjiang district should cooperate with other units such as the Bureau of Agricultural Development, do a good job in macro-control of flower and wood industry, further optimize the environment, integrate limited resources, set up quality brand, and improve the competitiveness of flower and wood enterprises. Wenjiang flowers and trees brand, to create the "West Huadu." (4) the logistics system of the flowers and trees industry in Wenjiang is not perfect, the market infrastructure is not perfect, the layout is not reasonable, the market transaction mode is old, and the circulation links lack the necessary supporting functions such as storage, preservation, processing, transportation and information service, etc. It is necessary to develop the flower and wood logistics industry and establish a large logistics market with high standards.
