【摘要】：交通运输作为我国的支柱产业，随着市场经济的高速发展，高速公路建设迎来了建设高峰期，但是日益激烈的市场竞争使施工企业不得不采取适宜的报价策略，降低利润空间以获取承包权，并且在施工过程中进行全过程成本管理，达到质量和进度的要求。 目前，我国大多数高速公路施工企业经济效益不理想、管理水平低下，主要原因就在于不能很好地处理质量、进度与成本的关系，因此有必要探索一套适合的成本管理方法，将加强成本管理作为贯穿于工程全过程管理的主线，提高项目管理水平、提高项目经济效益，具有很重要的理论与现实意义。 本文从施工企业的角度，在不断追求“近期求生存，长期谋发展”的目标下，分析目前高速公路项目成本管理的现状及不足，结合泉州南石高速公路项目的投标报价与中标后施工预算价格的对比，分别从投标报价阶段的成本管理和中标后的成本管理加以分析。找出本项目中标价与施工预算价之间存在的差额，，采取相应措施进行纠偏，如：成立投标报价小组，结合企业的具体情况为项目最终报价选择正确的策略，从而达到项目中标的目的；对市场变动及政策情况进行对比把握，控制人材机价格的浮动对于成本产生的冲击。将项目中标价与标后预算进行对比分析，说明编制合理的施工组织设计是项目成功的关键，并对项目出现的亏损子目进行分析，提出企业进行成本管理的建议，只有采取有效的成本管理措施才能使企业效益最大化。
[Abstract]:As the pillar industry of our country , along with the high - speed development of the market economy , the construction of the expressway has ushered in the peak period , but the increasingly fierce market competition makes the construction enterprise have to adopt the appropriate quotation strategy , reduce the profit space to obtain the contract right , and carry out the whole process cost management in the construction process to meet the requirements of quality and progress . At present , the economic benefits of most expressway construction enterprises in our country are not ideal and the management level is low . The main reason is that the relationship between quality , schedule and cost cannot be handled well . Therefore , it is necessary to explore a suitable cost management method , which will strengthen the cost management as the main line which runs through the whole process management of the project , improve the project management level and improve the economic benefit of the project , and has important theoretical and practical significance . This paper analyzes the current situation and shortage of cost management of expressway project from the angle of construction enterprise , and analyzes the cost management and the cost management after winning the bid in combination with the comparison between the bid quotation and construction budget price of Quanzhou Nanshi Expressway project .
