【摘要】：改革开放以前,中国的公用事业大多是由国有企业承担。改革开放以来,公用事业加快改革,通过特许经营权制度、股份制改造、企业债、项目拍卖等方式引入私人资本,实现公用事业企业经营权,甚至所有权的"民营化"。其中的价格成本监审是规制经营者、约束政府相关部门以及保护消费者利益的重要制度设计。本文在梳理公用事业价格成本监审内涵与特点、总结近年来价格成本监审工作成效与经验的基础上,重点分析了新形势下我国公用事业价格成本监审工作存在的问题,最后,结合我国经济社会发展的新形势提出了改进公用事业价格成本监审工作的建议。
[Abstract]:Before the reform and opening up, most public utilities in China were undertaken by state-owned enterprises. Since the reform and opening up, public utilities have accelerated the reform, through the franchise system, stock system transformation, corporate debt. Private capital is introduced into the project auction to realize the "privatization" of the management right of the public utility enterprise and even the ownership. The supervision and examination of the price cost is to regulate the operator. This paper reviews the connotation and characteristics of the supervision and audit of the price cost of public utilities and summarizes the effectiveness and experience of the supervision and audit of the price cost in recent years on the basis of restricting the relevant government departments and the important system design of protecting the interests of consumers. This paper analyzes emphatically the problems existing in the supervision and audit of the price cost of public utilities in China under the new situation, and finally puts forward some suggestions for improving the supervision and audit of the price cost of public utilities in the light of the new situation of the economic and social development of our country.
