【摘要】:目前,随着建设工程项目成本管理的理论及方法日益成熟,在项目实际的建设中应用了许多科学合理的管理方法和理论。但是全过程、全方位的成本控制体系还不健全,没有重视项目成本的事前控制,并且成本控制的各个层面还不完善,致使工程投资中损失浪费的现象逐渐增多,这严重影响着建设工程项目投资效益管理。正在这样的背景下,加强建设项目成本管理工作势在必行。做好工程项目的成本控制,以最小的成本获得最大的收益,达到各参加单位双赢局面,增强企业竞争力,使得建筑企业立于不败之地。 本论文在研究国内外建设项目成本管理相关理论的基础之上,提出了建设项目成本管理概念和成本管理对成本目标实现的作用,在分析成本管理相关概念之后,分析概括成本管理的八大原则,并阐述了建设项目成本管理的主要内容,主要包括成本目标的确定、成本估算、成本预算以及建设项目全过程的成本控制,对各个阶段成本管理进行详细探讨。最后以济南市中心医院综合病房楼建设项目为例,以工程项目的实际运作状况和实际数据资料为基础,根据国内外著名学者就成本管理相关概念的阐述,结合济南市中心医院综合病房楼项目,确定目标成本确立的过程,以及设计阶段、招投标阶段、施工阶段各个阶段的成本控制,针对各个阶段成本控制现状,提出了存在问题,并针对各个阶段成本控制的特点和存在的问题,提出相应的成本管理策略。文章最后就济南市中心医院综合病房楼项目,提出建设项目成本管理优化措施,包括确立项目成本管理责任制,质量、成本、进度的集成控制、并建立标准成本管理体系及其他相应的措施等等,为今后类似建设项目成本管理提供建议。
[Abstract]:At present, with the increasing maturity of the theory and method of cost management of construction project, many scientific and reasonable management methods and theories have been applied in the actual construction of the project, but the whole process. The omni-directional cost control system is not perfect, does not attach importance to the pre-project cost control, and the cost control of each level is not perfect, resulting in the loss of investment in the phenomenon of waste gradually increased. This seriously affects the investment benefit management of construction projects. Under this background, it is imperative to strengthen the cost management of construction projects and do a good job of cost control. With the minimum cost to obtain the maximum income, to achieve the win-win situation of the participating units, to enhance the competitiveness of enterprises, so that the construction enterprises in an invincible position. On the basis of studying the theory of construction project cost management at home and abroad, this paper puts forward the concept of construction project cost management and the effect of cost management on the realization of cost objectives. After analyzing the related concepts of cost management, this paper analyzes and summarizes the eight principles of cost management, and expounds the main contents of cost management of construction projects, including the determination of cost objectives and cost estimation. Cost budget and cost control of the whole process of the construction project, the cost management of each stage is discussed in detail. Finally, the construction project of Jinan central hospital comprehensive ward building is taken as an example. Based on the actual operation of the project and the actual data, according to the famous scholars at home and abroad on the concept of cost management, combined with Jinan City Hospital General Ward Building project. Determine the process of establishing the target cost, and the design stage, bidding stage, construction stage of each stage of cost control, in view of each stage of cost control, put forward the existing problems. According to the characteristics and problems of cost control in each stage, the paper puts forward the corresponding cost management strategy. Finally, the article puts forward the optimization measures of construction project cost management for the comprehensive ward building project of Jinan central hospital. Including the establishment of project cost management responsibility, quality, cost, progress integration control, and the establishment of standard cost management system and other relevant measures to provide advice for similar construction project cost management in the future.
