【摘要】:项目成本管理是一项复杂的动态系统工程,贯穿于企业整个经营过程,需要采取科学的方法、积极严谨的态度、灵活的方式进行管理。工程成本是企业管理的综合水平的体现,,对于提高企业竞争力起着关键性作用。施工企业要实现利润最大化,需要全员树立成本意识,制定适合本企业的成本管理办法,需要做到成本策划,并不断的总结完善,更新和优化,还需要与其他施工企业进行交流。施工项目的成本管理是整个项目管理的核心,是企业管理的第一要素,是提高企业竞争实力的标尺。现代社会的竞争无处不在,企业要想在激烈的竞争中立足就必须有一套自己的方法,而成本管理也是其中最关键的。提升项目成本管理水平,企业才有效益,员工才会富裕,社会才能和谐。 在从国家下达辽宁的33.79万套保障房硬任务的情势下,需要施工企业抓住机会,研究如何更好地加强工程项目成本的控制,对于提高施工企业工程项目资金使用率和效益有着重要的意义,对于国民经济持续健康的发展有着深远的影响。因沈阳市地铁丽水新城(公租房)一期工程是沈阳市第一个保障性住房项目,采用预制大板结构也是国家新工艺,鉴于该工程的政治意义和特殊形式,也是公租房中第一个试点项目加上沈阳市政府领导的高度重视因此选择中建一局来施工该项目。本论文从项目管理角度,论述项目成本管理的对象及目标,从项目成本管理体系中论述成本管理体系的重要性,从自己从事十一年来成本管理的实际出发,结合沈阳市地铁丽水新城(公租房)一期工程工程实施前、工程实施中、工程实施后成本管理尚存在的一些问题,针对地铁丽水新城(公租房)二期工程分别从项目的工程实施前、项目实施过程阶段、项目收尾阶段提出了加强工程项目成本管理的基本对策,利用现场采用的一些策划表格来进行成本控制,从施工项目中的每个环节,层层策划、层层控制。从组织措施、技术措施、经济措施、合同措施方面提出了加强成本管理的对策,从而得出了投标阶段做好报价策划,进场前做好成本策划;实施过程中从组织措施、技术措施、经济措施、合同措施来进行成本管理,从而控制成本;收尾结算做好索赔和结算的策划,资料要归集齐全,做好上报结算和与业主核对工作,核对工作结束后做好总结和分析工作等全过程成本管理的工作。
[Abstract]:Project cost management is a complex dynamic system engineering, which runs through the whole business process of the enterprise. It needs to adopt scientific method and positive and rigorous attitude. The project cost is the embodiment of the comprehensive level of enterprise management and plays a key role in improving the competitiveness of the enterprise. In order to realize the maximum profit of the construction enterprise, it is necessary for the whole staff to set up the cost consciousness. To develop the cost management method suitable for the enterprise, we need to do the cost planning, and continue to summarize, improve, update and optimize. The cost management of the construction project is the core of the whole project management and the first element of the enterprise management. Modern competition is everywhere in modern society, enterprises must have a set of their own methods if they want to base themselves in the fierce competition. The cost management is also the most important one. Only by raising the level of project cost management can the enterprise have benefit, the staff will be rich, and the society will be harmonious. Under the situation of 337,900 sets of indemnificatory apartment hard tasks from the state to Liaoning, it is necessary for construction enterprises to seize the opportunity to study how to strengthen the cost control of engineering projects. It is of great significance to improve the utilization rate and benefit of project funds in construction enterprises. For the sustainable and healthy development of the national economy has a far-reaching impact. Because Shenyang City Metro Lishui New City (public rental housing) project is the first affordable housing project in Shenyang. The use of prefabricated large plate structure is also a new national technology, in view of the political significance and special form of the project. It is also the first pilot project in public rental housing and Shenyang municipal government leaders attach great importance to the selection of the construction of the project. This paper from the point of view of project management discusses the object and objectives of project cost management. This paper discusses the importance of the cost management system from the project cost management system, starting from the practice of cost management in the past 11 years, and combining with the implementation of the first phase project of Lishui New Town (public rental housing) in Shenyang Metro. In the implementation of the project, there are still some problems in the cost management after the implementation of the project, aiming at the second phase of the Lishui New City (public rental housing) project of the subway from the project before the implementation of the project, the project implementation process stage. At the end of the project, the author puts forward the basic countermeasures to strengthen the cost management of the project, and uses some planning forms adopted on the spot to control the cost, planning from every link in the construction project. Layer by layer control. From organizational measures, technical measures, economic measures, contract measures put forward measures to strengthen cost management, so that the bidding stage to do a good bidding planning, before entering the market to do a good job in cost planning; In the process of implementation, cost management is carried out from organizational measures, technical measures, economic measures and contract measures to control costs; The final settlement should be done well in the planning of claims and settlement, the data should be collected, the report and settlement should be reported and checked with the owner, and the whole process of cost management should be done after the checking work is finished, such as summing up and analyzing work.
