【摘要】:HJ发电公司是一家火力发电企业,是由J公司控股的上市公司,,其经营目标就是以“电力为核心产业,稳步向相关产业延伸”,努力建设成为具有较强核心竞争能力、盈利能力、可持续发展能力上市公司,同时不断完善公司法人治理结构,积极改善提升经营绩效,为广大投资者提供更加稳定的回报,全面促进吉林老工业基地的振兴和发展。 当前,我国火电装机迅猛发展,上游煤炭资源价格和供应形势严峻,新的按能耗调度方式对电力市场发生重大影响,火力发电企业经营环境更加困难。困境中求发展、创效益,必须大力提高燃煤电厂的盈利能力、竞争实力和抗风险能力,必须一靠积极外拓市场,二靠严格内控成本。目前,火电厂燃料成本约占发电总变动成本的比例越来越大,火电厂燃料管理水平的高低将对电厂的生产和经营管理产生决定性的影响,是影响企业经济效益的关键因素。因此,实施燃料全过程管理是火电厂改善经营、提升效益别无选择的必然途径。 首先,本文针对HJ发电公司的具体情况,先从管理理论研究入手,介绍了燃料计划管理、质数量验收管理、设备管理、燃料成本管理等工作进行了深入浅出地阐述,说明了燃料管理理论对实际工作的重要的指导意义及可提供的有益的帮助,有利于为后续将理论引入到实际工作并发挥作用。 接着,本文对HJ发电公司的基本情况进行了介绍,通过对包括公司所处的市场环境、燃料管理状况进行了分析。明确指出了存在的问题,包括:采制化缺乏标准化管理,入厂入炉煤热值差常年偏高;煤炭质量下降、数量供应不足,索赔率逐渐降低;缺乏有效、科学的燃料供应商评估和准入制度,燃料供应商点多面广;混配掺烧不尽合理,锅炉燃烧不稳定;煤场管理建设投入不足,库存损失严重;燃料成本居高不下,企业常年亏损。 最后,本文对该公司燃料管理流程提出了优化方案,尤其是针对燃料采购业务、采购计划、供应商的选择、采购价格的确定、采购合同的管理、验收管理、付款、调运管理、运输成本、混配掺烧、储煤场的建设及燃料成本控制等,详细而全面的对流程进行了优化,并指出其存在风险和控制环节,最后对优化后的效果进行了详细评价。
[Abstract]:HJ Power Generation Company is a thermal power generation company, which is a listed company controlled by J Company. Its management goal is to take "electricity as the core industry, extend steadily to related industries", and strive to build a strong core competitiveness and profitability. Sustainable development ability of listed companies, at the same time constantly improve the corporate governance structure, actively improve the performance of the operation, provide investors with a more stable return, promote the revitalization and development of the old industrial base in Jilin. At present, with the rapid development of thermal power plant in China, the upstream coal resource price and supply situation is severe, the new energy consumption dispatching mode has a significant impact on the electricity market, and the operating environment of thermal power generation enterprises is more difficult. In order to create benefits, we must make great efforts to improve the profitability, competitive strength and ability to resist risks of coal-fired power plants. We must rely on actively expanding the market and strictly controlling costs. At present, The fuel cost of thermal power plant accounts for more and more of the total variable cost of power generation. The level of fuel management in thermal power plant will have a decisive effect on the production and management of power plant, and it is the key factor to affect the economic benefit of the enterprise. The implementation of fuel management is an inevitable way for thermal power plants to improve operation and improve efficiency. First of all, according to the specific situation of HJ power generation company, starting with the research of management theory, this paper introduces the management of fuel planning, quantity acceptance management, equipment management, fuel cost management and so on. The important guiding significance of fuel management theory to practical work and the useful help can be provided, which is helpful to introduce the theory into practical work and play a role in the future. Then, this paper introduces the basic situation of HJ power generation company, analyzes the fuel management situation, including the market environment of the company, and points out the existing problems, including: the lack of standardized management in harvesting, The difference of calorific value of coal into the plant is high all the year round; the quality of coal decreases, the quantity supply is insufficient, the claim rate decreases gradually; there is a lack of effective and scientific fuel supplier evaluation and access system, and the fuel supplier has a wide range of points. The boiler combustion is unstable; the coal yard management construction investment is insufficient, the stock loss is serious; the fuel cost is high, the enterprise is losing money all year round. Finally, this paper puts forward the optimization scheme for the fuel management process of the company, especially for fuel purchasing business, purchase plan, supplier selection, purchase price determination, procurement contract management, acceptance management, payment management, transportation management, etc. Transportation cost, mixed combustion, construction of coal storage yard and control of fuel cost are optimized in detail and comprehensively, and its risk and control links are pointed out. Finally, the effect of optimization is evaluated in detail.
