小型给水管道建设工程项目战略绩效管理研究

【摘要】:在人类漫长的历史长河中,治水工程一直跟随着人类历史文明的脚步,无论是古代都江堰,还是当今的三峡大坝,治水的成果都直接影响着人类的生存和发展。科技的发展,城市的现代化,使得人民不再需要挖井打水,只要扭开水龙头,清洁卫生的自来水就会源源不断的送到。现代化的大城市,自来水通过给水管道送到千家万户,解决了城市的用水问题,为居民创造了方便、舒适的生活的环境。 大型的治水工程,被多数人所赞颂,但每日都为市民供给自来水的小型给水管道,却很少受到市民关注,得不到重视。供水企业的国有性质,政绩工程更为重要,企业领导更加关注自来水厂的水质和大型给水管道建设工程,却忽略了旧城区的给水管道管理工作。城市的不断外扩发展,供水管道问题就慢慢地浮上水面。旧城区人多、路窄,给水管道的升级改造,将会对居民的交通出行、生活用水造成影响。一方面为了满足居民用水要求,另一方面减少社会影响,小型给水管道建设工程渐渐地被提到日程上来。供水企业微利运行,使其实行低成本管理战略,将有限的资源投入到最需要的地方,是小型给水管道建设工程的宗旨。 本文通过国内外工程管理模式理论的梳理和应用,对供水企业中工程管理存在历史问题进行分析研究,结合其他企业的管理模式,阐述了战略性绩效管理在小型给水管道建设工程项目管理中的启示和意义。 本文的意义在于,通过论述如何将战略性绩效管理与小型给水管道建设工程项目管理结合,试图找出一种适合我国供水行业在城市扩大发展的阶段,合理解决旧城区供水问题的方法。也为企业的战略发展打下基础。 本文的创新性表现在:引用先进的工程管理模式,结合企业的战略发展方向,以个别案例进行解析,提出一套可操作的给水管道建设工程管理方法,为其他供水企业做好建设工程管理提供借鉴意见。
[Abstract]:In the long history of mankind, the water control project has been following the footsteps of human historical civilization. Whether it is the ancient Dujiangyan or the three Gorges Dam, the achievements of water control have a direct impact on the survival and development of mankind. The development of science and technology. With the modernization of the city, people no longer need to dig wells to fetch water. As long as the tap water is turned on, the clean and sanitary tap water will continue to be delivered. In modern big cities, tap water is delivered to thousands of households through water supply pipes. Solve the problem of urban water use, for the residents to create a convenient, comfortable living environment. The large-scale water control projects have been praised by most people, but the small water supply pipes that supply tap water to the public every day are seldom paid attention to by the public. The state-owned nature of the water supply enterprises makes the achievements of the projects more important. Enterprise leaders pay more attention to the water quality of waterworks and the construction of large-scale water supply pipelines, but neglect the management of water supply pipes in the old urban areas. With the continuous expansion of the city, the water supply pipeline problems slowly rise to the surface of the water. There are many people in the old urban areas. Narrow roads and upgrading of water supply pipelines will have an impact on residents' transportation and domestic water use. On the one hand, in order to meet the water requirements of residents, on the other hand, it will reduce the social impact. The small water supply pipeline construction project is gradually put on the agenda. The purpose of the small water supply pipeline construction project is to carry out the low cost management strategy and put the limited resources into the most needed place. Through combing and applying the theory of engineering management mode at home and abroad, this paper analyzes and studies the historical problems of engineering management in water supply enterprises, and combines with the management models of other enterprises. This paper expounds the enlightenment and significance of strategic performance management in small water supply pipeline construction project management. The significance of this paper is to discuss how to combine strategic performance management with small water supply pipeline construction project management, and try to find out a suitable stage for the development of water supply industry in the city. The reasonable solution to the problem of water supply in the old urban area also lays the foundation for the strategic development of the enterprise. The innovation of this paper is as follows: citing the advanced engineering management mode, combining the strategic development direction of the enterprise, analyzing with individual cases, putting forward a set of operable management method of water supply pipeline construction project, For other water supply enterprises to do a good job in the management of construction projects to provide reference.
