【摘要】：随着建筑施工业的迅猛发展,建筑施工市场竞争的日益加剧,利用现代化的管理技术和手段,使生产要素优化组合、资源合理配置,组织高效益的施工,成为每个施工企业所追求的目标。为了实现这一目标,加强施工项目管理和项目成本管理就成为每一个施工企业的必由之路。在工程项目建设中,成本管理是工程项目管理核心问题之一,其中成本预算与成本控制,对于工程项目的成功与否非常重要[2-4]。实施项目成本管理,加强成本控制,实现向效益型企业的转变是企业在市场经济中生存和发展的根本。实行项目成本管理制度能给我国的建筑施工企业提供优化成本管理的方法,提高自身市场竞争能力,推进企业可持续发展,其本质特征就在于按照工程项目管理的原理,使用各种科学的方法和手段,降低工程成本,追求自身经济效益的最优化。本文以首钢垃圾焚烧发电厂建设项目为研究对象,结合项目建设过程中的实际情况,运用项目管理理论,研究该项目资源计划、项目成本估算、核算方法、成本控制措施和方法等,分析影响项目成本变动的因素,提出了项目成本控制应遵循的原则及项目成本控制的具体措施,从而达到降低成本,创造良好经济效益的目的。
[Abstract]:With the rapid development of the construction industry and the increasingly fierce competition in the construction market, the use of modern management technology and means to optimize the combination of production factors, reasonable allocation of resources, and organize construction with high efficiency. In order to achieve this goal, strengthening construction project management and project cost management becomes the only way for every construction enterprise. Cost management is one of the core problems of project management, in which cost budget and cost control are very important for the success of engineering project [2-4]. It is essential for enterprises to survive and develop in the market economy to realize the transformation to beneficial enterprises. The implementation of project cost management system can provide the construction enterprises of our country with the method of optimizing cost management and improve their own market competition ability. To promote the sustainable development of enterprises, its essential characteristic is to use various scientific methods and means to reduce the project cost according to the principle of project management. In this paper, taking the construction project of Shougang garbage incineration power plant as the research object, combining with the actual situation in the construction process of the project, using the project management theory, the project resource planning and the project cost estimation are studied. Accounting methods, cost control measures and methods, etc., analyzing the factors influencing the change of project cost, putting forward the principles to be followed in project cost control and the concrete measures of project cost control, so as to reduce the cost. The purpose of creating good economic benefits.
