本溪66KV何家变电站项目全寿命周期成本控制研究

【摘要】:进入21世纪,,随着我国国民经济的快速发展和国民生活电气化水平的不断提升,我国的电力需求有了大幅度明显增长。我国电力基础建设投资也随电力需求的增长逐年大幅度增加。国家电网公司编报的“十一五”电网规划及2020年远景目标报告显示,“十一五”期间国家电网公司电力基础建设总投资将达到9000亿元。并且随着“十二五”步伐的全面推进,我国迎来了经济发展的重要机遇。而经济的稳定、可靠、长期发展,离不开电力的强大支持。为了满足经济发展对电力的强大需求,全国电网都在加大新建、扩建力度。就电力系统而言,变电站更是其重要的组成部分,它的建设管理的全过程是电力系统工程管理的一个缩影。 本篇论文以变电站建设成本控制为切入点,从长期以来,我国电力系统对变电站工程项目的成本控制的现状,即现阶段电力工程成本管理模式为全过程成本控制,其仅注重建设期成本,而没有考虑项目在竣工后的生产运行阶段的运营、维护、报废成本或考虑比较粗略,导致许多电力设备在正常使用生产阶段就要进行大修和技术改造,以及有些工程刚刚竣工就要大修技改。本文引用国内外先进的电力工程成本管理经验,以分析我国电力工程成本管理存在的诸多问题为基础,将全寿命周期工程成本管理思想和理念引入到我国的电力工程成本管理中去,重新划分我国电力工程成本管理阶段,以本溪66KV何家变电站工程项目为例,综合分析该工程项目全寿命周期成本以及全寿命周期各阶段影响工程项目成本的因素。基于成本预测和成本风险分析方法,借助历史数据,建立数学模型,推测损失值,分析工程项目全寿命周期存在的成本风险,并就具体问题,提出解决措施。做好变电站工程项目全寿命周期的成本控制和成本风险管理。为全寿命周期工程成本管理模式在我国电力行业的实行打下坚实的基础。大量事实表明,项目未来所产生的这些成本,占据变电站工程项目总成本很大比例。因此,变电站工程项目成本管理需考虑全寿命周期成本控制,建立一个完善的变电站成本管理机制,实现变电站全寿命周期的经济优化。
[Abstract]:In the 21st century, with the rapid development of China's national economy and the continuous improvement of the level of electrification of national life, The electricity demand of our country has increased by a large margin, and the investment in electric power infrastructure has also increased greatly with the increase of power demand year by year. The 11th Five-Year Plan of the State Grid Company and the Vision report for 2020. The report shows that the State Grid Corporation's total investment in power infrastructure construction will reach 900 billion yuan during the 11th Five-Year Plan period. And with the overall promotion of the 12th Five-Year Plan, China has ushered in an important opportunity for economic development. However, the stability, reliability and long-term development of the economy cannot be separated from the strong support of electricity. In order to meet the strong demand for electricity from economic development, the national power grid is expanding and building. As far as power system is concerned, substation is an important part of it, and the whole process of its construction management is a microcosm of power system engineering management. This paper takes the substation construction cost control as the breakthrough point, from the long-term, our country electric power system to the substation project cost control present situation, namely the present stage electric power engineering cost management pattern is the entire process cost control. It only pays attention to the cost of construction period, but does not consider the operation, maintenance and scrapping cost of the project in the production and operation stage after completion, which may result in many electric power equipment having to undergo overhaul and technical transformation in the normal use and production stage. And some projects will be overhauled just after completion. This paper cites advanced experience in cost management of electric power engineering at home and abroad, based on the analysis of many problems existing in the cost management of electric power engineering in China. The whole life cycle project cost management is introduced into the power engineering cost management of our country, and the phase of power engineering cost management in our country is reclassified. Taking Benxi 66KV Hejia substation project as an example, The cost of the whole life cycle of the project and the factors affecting the cost of the project in every stage of the whole life cycle are analyzed synthetically. Based on the methods of cost prediction and cost risk analysis, a mathematical model is established with the help of historical data, and the value of loss is estimated. To analyze the cost risk of the whole life cycle of engineering project, and to solve the specific problems, The solution is put forward. The cost control and cost risk management of the whole life cycle of the substation project are done well. It lays a solid foundation for the implementation of the cost management mode of the whole life cycle project in the electric power industry of our country. A large number of facts show that, The future cost of the project accounts for a large proportion of the total cost of the substation project. Therefore, the cost management of the substation project should consider the life-cycle cost control and establish a perfect substation cost management mechanism. The economic optimization of substation life cycle is realized.
