白龙港污水处理厂系统集成项目的成本管理研究

【摘要】：本文作者详细分析总结和研究了上海白龙港城市污水处理厂自动化系统集成一、二期扩建项目建设和试运行的成本管理和控制的实践经验,使之上升到理论认识,从而阐述了项目的背景、特点、成本管理和控制的意义及方法。特别通过对项目引入挣值法管理的研究,阐述了如何确定项目范围、项目WBS、对项目成本进行估算和预算。详细剖析了运用挣值管理进行成本管理过程中的两个周期成本分析的具体操作流程,得出了成本和进度的具体实施状态和趋势。并依据挣值报告和工程的现场实际情况进行整改,良好的控制了项目的费用、工期和质量,实现了项目的成本管理的目标。具有说服力和可操作性。项目的成本控制不能仅仅靠“人治”,更要依靠“机制”。这是本文的一大创新点。作者根据二期扩建项目建设和试运行的成本管理和控制的实践经验,总结阐述了项目成本控制《保证机制》由四方面的内容构成::有一套合乎规律、有内在逻辑联系、形成系统的项目成本控制制度;有一套科学反映这系列制度的有内在联系、并保证这一系列制度执行的规定和程序;有一套能保证这一系列制度贯彻落实的监督和考核办法;有一个作为控制依据的科学的成本控制计划。
[Abstract]:The author has analyzed and studied the practical experience of cost management and control in the construction and trial operation of Shanghai Bailonggang Municipal sewage treatment Plant Automation system Integration 1 and Phase II expansion Project in detail, so that it can be raised to a theoretical understanding.The background, characteristics, significance and methods of cost management and control are expounded.Especially through the research on the management of earned value method, this paper expounds how to determine the scope of the project, project WBSand estimate and budget the project cost.The operation flow of two cycle cost analysis in the process of cost management using earned value management is analyzed in detail, and the concrete implementation status and trend of cost and schedule are obtained.According to the earned value report and the actual situation of the project, the cost, duration and quality of the project are well controlled, and the goal of cost management of the project is realized.It is persuasive and operable.The cost control of the project can not only rely on the "rule by man", but also rely on the "mechanism".This is a major innovation of this paper.According to the practical experience of cost management and control in the construction and trial operation of the second phase extension project, the author summarizes and expounds that the guarantee mechanism of project cost control is composed of four aspects: there is a set of rules and inherent logical relations.Form a systematic project cost control system, have a set of scientific reflection of the series of systems have internal links, and ensure the implementation of the series of regulations and procedures, there is a set of supervision and evaluation methods to ensure the implementation of this series of systems;There is a scientific cost control plan that serves as a basis for control.
