盛淼公司保障房建设工程成本管理方案研究

【摘要】:保障房是政府为建立社会住房保障系统,而建设的限定套型面积和销售价格,按照合理标准建设,面向城市低收入住房困难家庭供应,具有保障性质的政策性住房。为了降低建设成本,使这项造福于民的政策能够长期顺利的执行。上海市政府在新的一轮保障房开发建设中实施通过招标一次确定建设价格,并按协议约定严格执行的新定价机制,力图通过挖掘开发企业潜力降低建设成本。面对保障房建设价格新定价机制,开发企业目前运行的商品房建设工程成本管理方法已不能适应,针对保障房项目建设的特点,借鉴商品房建设工程成本管理的经验,运用价值管理理论和价值链理论,研究设计能符合保障房开发建设要求的建设工程成本管理新方案。方案的中心思想是建立以房地产开发企业为核心,保障房参建企业在限定利润的共同约束下,基于保障房建设工程价值链管理的成本管理组合体。以价值管理为手段;通过成本管理方案中的约束机制,将价值管理活动主动触及到保障房建设工程价值链的各个环节
[Abstract]:Indemnificatory apartment is a kind of policy-oriented housing which is built by the government in order to set up a social housing security system. It is a kind of policy-oriented housing with the nature of security, which is built according to the reasonable standard and is aimed at the supply of low-income housing families in cities.In order to reduce the cost of construction, so that this policy for the benefit of the people can be carried out smoothly for a long time.In the new round of indemnificatory apartment development and construction, the Shanghai Municipal Government has implemented a new pricing mechanism, which determines the construction price by bidding once and strictly according to the agreement, and tries to reduce the construction cost by tapping the potential of the development enterprises.Faced with the new pricing mechanism of indemnificatory apartment's construction price, the cost management method of the commercial housing construction project currently operated by the enterprise can no longer be adapted to. In view of the characteristics of indemnificatory apartment project construction, we can learn from the experience of the commercial housing construction project cost management.Based on the theory of value management and value chain, this paper studies and designs a new project of cost management of construction project which can meet the requirements of indemnificatory apartment's development and construction.The central idea of the scheme is to set up a cost management combination based on the value chain management of the project built by indemnificatory apartment under the constraint of limited profits and taking the real estate development enterprise as the core.By means of value management, the value management activity can be reached into every link of indemnificatory apartment's construction project value chain through the restriction mechanism in cost management scheme.
