环境规制、环境规制竞争与地区生猪养殖产值增长——基于空间杜宾面板模型的实证研究

【摘要】：生猪养殖产业的发展关乎产业结构的调整、人民生活质量的改善,"十三五"规划已把生猪养殖产业发展上升到国家层面。本文选取2004~2015年我国各省市的面板数据,运用杜宾空间面板模型对环境竞争、环境规制竞争与地区生猪养殖产值增长之间的关系进行了实证研究。结果发现:环境规制的强弱度会直接减缓地区生猪养殖产值增长,强化环境规制已经成为必要的发展路径,各个地区间的环境规制既存在优劣势,也存在竞争趋向,生猪养殖产业存在明显的地区竞争生产的特点。我国东部地区环境规制明显优于中部和西部地区,生猪养殖业发展优于中西部地区,表现为环境规制"差异化竞争",而中部和西部地区政府间环境规制"逐底竞争"比较显著。
[Abstract]:The development of pig breeding industry is related to the adjustment of industrial structure and the improvement of people's quality of life. The 13th Five-Year Plan has raised the development of pig breeding industry to the national level. In this paper, the panel data of provinces and cities in China from 2004 to 2015 are selected, and the relationship between environmental competition, environmental regulation competition and the growth of regional pig production value is studied by using the Doberbin spatial panel model. The results show that the degree of environmental regulation will directly slow down the growth of local pig production value, strengthen the environmental regulation has become a necessary path of development, environmental regulation among different regions not only has advantages and disadvantages, but also has the trend of competition. Pig breeding industry has obvious regional competitive production characteristics. The environmental regulation in the eastern part of China is obviously superior to that in the central and western regions, and the development of pig breeding is superior to that in the central and western regions, which is characterized by "differentiated competition" in environmental regulation, and "bottom-by-bottom competition" among governments in the central and western regions.
