【摘要】：有效的成本控制可以降低企业成本、增加企业利润，市政工程施工企业也是如此。市政工程施工项目的成本控制是企业进行改革、改善企业管理模式、建立现代企业管理制度的重要方面，因此越来越多的引起企业管理者的重视，同时也是国内外众多学者研究的热门课题。成本控制作为项目管理的一个重要方面，是关乎企业生存与发展前景的重要因素，必须得到足够的重视，形成适应多变外部环境的成本控制模式与方法才能使企业在日益激烈地市场竞争中占据一席之地。论文从我国市政工程施工项目传统的成本控制现状出发，结合国内外学者关于成本控制的理论研究成果，重点分析我国市政工程施工项目成本控制存在的主要问题。针对这些问题提出成本控制体系建立的必要性，同时，通过对市政工程施工项目成本控制流程的设计，具体提出了市政工程施工项目成本控制的具体实施办法，涉及企业层面与项目管理两个层面，并引入目标责任法作为成本控制方法，最终结合潍坊市张虾路市政工程施工项目具体案例，分析验证市政工程施工项目成本控制流程的可行性并得出相应结论，为下一步我国市政工程施工项目成本控制提供一定的意见和建议。论文分为四个部分：第一个部分是对国内外成本控制相关理论及研究的总结，结合项目管理学、技术经济学等一系列学科知识建立论文研究的理论基础，提出论文研究的方向；第二部分是基于成本控制的相关研究理论成果上，结合我国市政工程施工项目成本控制现状及存在的主要问题，提出研究市政工程施工项目成本成本控制的必要性，结合目前我国成本控制理论及实践的成熟性提出市政工程施工项目成本控制的可行性；第三部分是我国市政工程施工项目成本控制流程的设计，本文从成本控制责任体系的建立、企业管理层面、项目管理层面三个方面详细阐述了市政工程施工项目成本控制的流程及方法，从具体的操作层面上研究成本控制的实施办法及措施；第四部分是案例的研究与分析，论文将潍坊张虾路道路及排水工程作为研究对象，把市政工程施工项目成本控制的理论研究与具体的施工项目实践结合起来，验证分析了论文关于市政工程施工项目成本控制的相关结论，，巩固了文章的相关理论成果，对市政工程施工项目成本控制进行了总结。本文提出并具体实施了将目标成本、企业组织管理措施、成本控制具体分解以及全员责任建立起的成本控制体系，经过某具体的市政工程施工项目的验证是可行有效的，针对我国市政工程施工项目成本控制存在的问题提出具体的解决办法，提出下一步的研究方向及展望。
[Abstract]:The effective cost control can reduce the cost of the enterprise and increase the profit of the enterprise. The cost control of the municipal engineering construction project is the important aspect of the enterprise reform, the improvement of the enterprise management mode and the establishment of the modern enterprise management system, so the more and more the enterprise managers pay attention to it, and it is also the same time. As an important aspect of project management, cost control, as an important aspect of project management, is an important factor related to the survival and development prospects of the enterprise. It must be paid enough attention to form a cost control mode and method adapting to the changeable external environment to make the enterprises occupy one seat in the increasingly fierce market competition. This paper, based on the traditional cost control status of municipal engineering construction projects in our country, combined with the theoretical research results of domestic and foreign scholars on cost control, focuses on the main problems in the cost control of municipal engineering construction projects in our country. The necessity of establishing the cost control system is put forward to these problems, and the municipal engineering is adopted. The design of the cost control process of the construction project, specifically put forward the concrete implementation method of the cost control of the municipal engineering construction project, involving two aspects of the enterprise level and project management, and introducing the target responsibility method as the cost control method, and finally combining with the concrete case of the Municipal Engineering construction project of the Weifang Zhang shrimp Road, analyzing and verifying the municipal engineering. The feasibility of the construction project cost control process and the corresponding conclusions will provide some suggestions and suggestions for the next step of the cost control of municipal engineering construction projects in China.
