基于两型社会理念的船舶装备全寿命周期价值风险管理研究

【摘要】:本文在资源节约型和环境友好型“两型”背景下探究基于新价值工程理论的船舶装备全寿命周期管理方法。综合价值工程理论、全寿命周期管理理论、“两型社会”建设理论、风险管理与预警理论、装备效能评价理论以及人力资源等理论与绩效评价方法对船舶装备资产价值和人员价值进行重新界定,构建了船舶装备资产价值与人员价值的分析评价模型和风险预警模型。 本文基于中国人民解放军总后勤部军事交通运输研究所课题《陆空军船艇保障装备设备资产管理系统》进行研究,将船舶装备管理划分为装备资产价值管理与人员价值管理两大部分。资产价值管理方面:首先,在资源节约型和环境友好型“两型”背景下对船舶装备全寿命周期资产价值进行了新的界定,将船舶装备全寿命周期管理中的成本管理和效能评价赋予了新的内涵。然后,分别论述了资源节约型成本管理和环境友好型效能评价的理论依据、分析方法和计算模型。最后,基于价值工程的基本原理,对船舶装备全寿命周期资产新价值管理进行了分析与论述。 在人员价值管理方面。首先,基于船舶装备的人员类型及人员特点对装备保障人员价值进行了新的界定,使人员价值这一概念成为岗位价值与个体价值的有机统一。其次,在人员价值的计量方法中,将传统的岗位功能评价与人员绩效评价进行整合,,并分别论述了岗位功能与人员绩效的分析方法与评价模型以及人力成本估算模型,以此为基础提出了基于价值工程理论的人员价值新计量模型,之后通过实例分析对该模型进行了具体的说明和论证。 船舶装备在全寿命周期管理过程中,不可避免面临各种风险,而这些风险对于装备资产价值与人员价值的形成和提升具有不可忽视的影响。首先,基于前文对船舶装备新价值深入探究的基础上,进而对装备资产价值风险和人员价值风险进行了新界定。接着,论述了风险对船舶装备价值的影响及作用机制,并对风险预警方法的基本原理和预警系统的构建方法进行了论述。最后,从风险识别、风险预警和风险控制的角度出发,分别系统论述了资产价值风险预警和人员价值风险预警系统的构建过程,并建立了风险预警模型,针对风险因素进行排序,并给出合理有效的风险控制方法,这对于提升船舶装备价值具有重要意义。
[Abstract]:In this paper, under the background of resource-saving and environment-friendly "two types", this paper explores the life-cycle management method of ship equipment based on new value engineering theory. Comprehensive value engineering theory, life-cycle management theory, "two-oriented society" construction theory, risk management and early warning theory, The theory of equipment effectiveness evaluation, the theory of human resources and the method of performance evaluation redefine the value of ship equipment assets and personnel. The analysis and evaluation model and risk early warning model of assets value and personnel value of ship and equipment are constructed. This paper is based on the subject of military Transportation Research Institute of the General Logistics Department of the Chinese people's Liberation Army < equipment of ship and ship support equipment of Land and Air Force Production Management system. Ship equipment management is divided into two parts: equipment asset value management and personnel value management. Asset value management: firstly, under the background of resource-conserving and environment-friendly "two types", a new definition of the asset value of the whole life cycle of ship equipment is given. The cost management and effectiveness evaluation in the whole life cycle management of ship's equipment are endowed with new connotations. Then, the theoretical basis, analysis method and calculation model of resource saving cost management and environment friendly efficiency evaluation are discussed respectively. Finally, based on the basic principle of value engineering, this paper analyzes and discusses the new value management of ship equipment's life cycle assets. Firstly, based on the personnel types and personnel characteristics of ship equipment, a new definition of the value of equipment support personnel is made, which makes the concept of personnel value an organic unity of post value and individual value. Secondly, in the measurement method of personnel value, the traditional post function evaluation and personnel performance evaluation are integrated, and the analysis method and evaluation model of post function and personnel performance, as well as the human cost estimation model, are discussed respectively. On this basis, a new measurement model of personnel value based on the theory of value engineering is put forward. It is inevitable to face all kinds of risks, which can not be ignored in the formation and promotion of equipment asset value and personnel value. Firstly, on the basis of exploring the new value of ship equipment, the paper defines the value risk of equipment assets and personnel value. Then, the influence of risk on ship equipment value and its mechanism are discussed, and the basic principle of risk early warning method and the construction method of early warning system are discussed. Finally, from the point of view of risk identification, risk early warning and risk control, the paper systematically discusses the construction process of asset value risk early warning system and personnel value risk early warning system, and establishes the risk warning model. The ranking of risk factors and the reasonable and effective risk control methods are of great significance to enhance the value of ship equipment.
