【摘要】：目前成本控制开始受到国内外很多企业的重视，随着市场的发展，我国开始加快基础设施建设的步伐，但是由于我国人均资源相对还比较贫乏，在进行项目建设时控制和节约成本显得尤为必要。同时，随着市场带来的日益激烈的竞争形势，许多企业也力图通过降低成本来提高其自身的竞争优势。经过大量的实践证明，设计阶段涉及的项目成本在整个项65%。可见，在进行项目成本控制时计阶段的成本控制是关键环节。本文从理论到实际应用上对市政排水项目在设计过程中的成本控制方法进行了研究分析。首先介绍了目前国内市政项目设计过程中成本控制的现状，探讨了设计过程中成本控制的相关理论，总结了项目管理的相关理论、指标和评价标准以及控制方法。本文还研究了市政排水项目怎样利用偏差分析、价值工程等理论使其方案进行优化以及估算和预算价格控制管理，限额设计，利用费用偏差等手段。之后再针对问题给出了项目成本控制的方案设计与规划，最后给出了该项目成本控制的方法，方案以及实施结果分析。本论文以设计单位的视角来进行分析，，试图总结出一套适合市政排水项目成本控制的方案与规划，从而帮助企业提高其管理和控制成本的能力，实现项目费用的最低化以及效益的最大化，最终提升设计单位的市场竞争能力。另一方面，该论文也为业主控制整个项目工程的成本提供了一定的参考与借鉴意义。
[Abstract]:At present, many enterprises at home and abroad have begun to attach importance to cost control. With the development of the market, our country has begun to speed up the pace of infrastructure construction, but the per capita resources in our country are relatively poor. It is necessary to control and save the cost when carrying out the project construction. At the same time, with the increasingly fierce competition brought by the market, many enterprises try to improve their own competitive advantage by reducing costs. After a lot of practice, the design phase involves the project cost in the whole item 65. Therefore, the cost control is the key step in the project cost control. In this paper, the cost control method of municipal drainage project in design process is studied and analyzed in theory and practice. This paper first introduces the current situation of cost control in the process of municipal project design in China, discusses the relevant theories of cost control in the design process, summarizes the relevant theories, indicators, evaluation criteria and control methods of project management. This paper also studies how to make use of deviation analysis, value engineering and other theories to optimize municipal drainage projects, as well as estimate and budget price control management, quota design, use of cost deviation and other means. Then the design and planning of the project cost control are given. Finally, the method of the project cost control, the scheme and the analysis of the implementation result are given. Based on the analysis of the design unit, this paper tries to sum up a set of schemes and plans suitable for the cost control of municipal drainage projects, so as to help the enterprises to improve their management and cost control ability. Realize the project cost minimization and benefit maximization, finally enhance the market competition ability of the design unit. On the other hand, this paper also provides a certain reference and reference for the owner to control the cost of the whole project.
