北京市政路桥管理养护集团成本管理系统的设计与实现

【摘要】:企业成本管理是以企业生存、发展全局为对象,根据企业总体发展战略制定的管理方式。企业成本管理首要关注成本战略空间、过程、业绩,可表述为“不同战略选择下如何组织成本管理”。成本管理将成本信息贯穿于战略管理整个循环过程中,通过对公司成本行为、成本结构的全面了解、控制、协调与改善,寻求企业生存、发展的长久竞争优势,它把企业内部结构和外部环境综合起来。北京市政路桥管理养护集团由于集团业务管理事务庞大,迫切的需要相应的企业成本管理系统对集团内部成本进行有效的信息化管理。北京市政路桥管理养护集团成本管理系统采用B/S的体系完成构建;以Myeclipse为开发工具,采用现下比较流行的三层模式完成系统开发;采用Tomcat应用服务器作为系统服务端web应用载体;选用Oracle关系数据数据库作为成本管理系统的后台支撑数据库,成功完成了北京市政路桥管理养护集团成本管理系统的开发与测试、并已经上线使用。成本管理系统包含五个子模块:成本归集模块、成本分摊模块、报表功能模块、基础信息功能模块和系统与计划管理模块。成本归集主要由批量文件导入、数据抽取、数据归集、数据查询、全成本主信息功能、全成本与核算系统一致性核对功能组成。成本分摊实现了分摊管理、分摊集管理报表功能主要负责综合查询、全成本复核与报表发布及报表展示。基础信息功能由规则管理、维度管理、接口表管理、值列表管理、数据推送功能组成。系统与计划管理负责组织管理、权限管理、用户与用户组管理、角色管理、报表状态维护及计划管理。本系统为北京市政路桥管理养护集团提供了一套完整的成本信息化管理平台。系统支持规范化、统一的存储数据和集中成本信息化管理,为企业的生存与发展提供了有效的决策数据,是企业发展的依赖。此外,系统还应能够与企业ERP系统数据共享,具有一定的功能扩展性,以帮助企业适应未来成本管理系统功能的拓展。
[Abstract]:Enterprise cost management is a management method based on the overall development strategy and the survival and development of the enterprise. Enterprise cost management focuses on cost strategy space, process and performance, which can be expressed as "how to organize cost management under different strategic choices". Cost management runs the cost information through the whole cycle of strategic management. Through the comprehensive understanding, control, coordination and improvement of the cost behavior and cost structure of the company, it seeks the long-term competitive advantage for the survival and development of the enterprise. It combines the internal structure of the enterprise with the external environment. Due to the huge business affairs of Beijing Municipal Road and Bridge Management and maintenance Group, it is urgent for the corresponding enterprise cost management system to carry on the effective information management to the group internal cost. The cost management system of Beijing Municipal Road and Bridge Management and maintenance Group adopts the system of B / S to complete the construction, and takes Myeclipse as the development tool and adopts the popular three-tier mode to complete the system development. The Tomcat application server is used as the web application carrier of the system server, and the Oracle relational database is chosen as the backstage support database of the cost management system. The cost management system of Beijing Municipal Road and Bridge Management and maintenance Group has been successfully developed and tested, and has been put into use online. The cost management system consists of five sub-modules: cost collection module, cost allocation module, report function module, basic information function module and system and plan management module. The cost collection is mainly composed of batch file import, data extraction, data collection, data query, total cost master information function, full cost and accounting system consistency checking function. Cost allocation realizes allocation management. The report function of apportion set management is mainly responsible for comprehensive query, full cost review, report release and report presentation. The basic information function consists of rule management, dimension management, interface table management, value list management and data push function. System and plan management is responsible for organization management, authority management, user and user group management, role management, report status maintenance and planning management. This system provides a complete cost information management platform for Beijing Municipal Road and Bridge Management and maintenance Group. The system supports standardized, unified storage data and centralized cost information management, which provides effective decision data for the survival and development of enterprises and is the dependence of enterprise development. In addition, the system should be able to share with the enterprise ERP system data, with a certain degree of functional expansion, to help enterprises adapt to the future cost management system function expansion.
