输变电工程建设目标管理及优化研究

【摘要】:电力工业的生产和发展与国民经济、国民生活水平紧密相关,而电网是能源在地区之间互相匹配的平台,是实现各种能源调度的有效介质。我国能源分布并不均衡,存在能源的结构性矛盾,因此加强电站建设、提速电网发展至关重要。“十二五”期间,我国能源供需矛盾将更加突出,对输变电工程的建设提出了规模性和远距离的双重要求。输变电工程项目投资额巨大,实施过程中会涉及多项专业领域和物资协调。在实际的建设项目中,多表现出成本管理不完善、组织体系不完善、管理流程不规范等问题。因此对输变电工程建设项目的目标优化进行研究具有重要意义。 本研究首先查阅分析了我国输变电工程建设的目标管理研究现状,发现相关的研究较少。基于现有的国内外学者关于目标管理的研究成果,给出目前我国输变电工程目标管理的优化模式,提出可从四个方面进行全面WBS分解角度进行优化。此外,多数研究还处于理论摸索阶段,实证分析较少。 其次,通过深入研究目标管理理论与方法,构建了输变电工程目标管理优化模式,针对我国输变电工程目标管理,提出了基于工程进度控制、质量控制、成本控制、安全控制四个层面的工作结构分解,并以此作为我国输变电工程目标管理及优化的理论基础。构建了进度控制目标WBS、质量控制目标WBS、成本控制目标WBS和安全控制目标WBS,使得目标管理的优化可调整、可控制,并具备实际可操作性。 最后,本研究以黑龙江电力公司500kV七(台河)庆(云)方(正)输变电工程为实例进行实证分析,论证了以进度目标、质量目标、成本目标及安全目标为核心的优化方法在实际项目建设中的可操作性及有效性。 本研究立足于实际的输变电工程建设管理经验,构建了四大目标导向的优化模型,为我国输变电工程的目标管理及优化、机制设计及管理模式提供了新的研究视野,也为输变电工程项目的精益化管理等方面提供了实证分析参考。
[Abstract]:The production and development of electric power industry is closely related to the national economy and the standard of living of the people, and the power grid is a platform where the energy sources match each other in different regions, and it is an effective medium for the realization of all kinds of energy dispatch. The distribution of energy in China is not balanced, and there are structural contradictions of energy, so it is very important to strengthen the construction of power stations and speed up the development of power grid. During the 12th Five-Year Plan period, the contradiction between energy supply and demand will become more prominent in China, and the construction of power transmission and transformation projects will require both scale and distance. The investment of transmission and transformation project is huge, and many professional fields and materials coordination will be involved in the implementation process. In the actual construction projects, the cost management is not perfect, the organization system is not perfect, the management process is not standardized and so on. Therefore, it is of great significance to optimize the objectives of transmission and transformation projects. Firstly, the research status of target management of transmission and transformation project construction in China is analyzed, and it is found that there are few related studies. Based on the existing research results of domestic and foreign scholars on objective management, this paper presents the optimization model of target management of transmission and transformation projects in China, and puts forward that the optimization can be carried out from four aspects of comprehensive WBS decomposition. In addition, most of the research is still in the theoretical stage, empirical analysis is less. Secondly, through the in-depth study of the theory and method of target management, the optimization mode of transmission and transformation project objective management is constructed, and based on project schedule control, quality control and cost control, aiming at the target management of transmission and transformation project in our country, the paper puts forward a new method, which is based on project schedule control, quality control and cost control. The work structure of four layers of safety control is decomposed, which is used as the theoretical basis of target management and optimization of power transmission and transformation engineering in China. The goal of schedule control WBS, quality control target WBS, cost control target WBS and security control target WBS, make the optimization of objective management adjustable controllable and practical operable. Finally, this research takes 500kV 7 (Taihe) Qing (Yun-fang) power transmission and transformation project of Heilongjiang Electric Power Company as an example to demonstrate the progress goal and quality target. The feasibility and effectiveness of the optimization method with cost and safety objectives as the core in the actual project construction. Based on the practical experience of power transmission and transformation engineering construction management, this paper constructs four goal-oriented optimization models, which provide a new research field for the target management and optimization, mechanism design and management mode of transmission and transformation projects in China. It also provides an empirical analysis reference for lean management of transmission and transformation project.
