靖边气田产能建设地面工程项目成本管理研究

【摘要】:长庆建工作为一个有四十余年历史的施工企业,人员老化、历史包袱沉重,施工项目点多、线长、面广,管理人员素质参差不齐,成本管理粗放,成本失控的现象依然存在,加上施工企业是一个不折不扣的高危行业,质量风险、安全风险、经营风险,,从工程承揽那一刻开始,就与项目整个生命周期相伴。工程施工不同于普通商品生产,它具有规模大、周期长、投资大、产品多样性和流动性等特点。从开工到竣工,持续时间少则几个月,长则几年。企业经营如履薄冰、如临深渊是一种常态,项目利润空间越来越小,非常容易激起各种潜在的项目经营风险集中爆发。对施工企业而言,项目是企业的成本中心,如何做好工程处施工项目成本管理,确保劳有所获,关系到企业的生存与发展,就是我们亟待解决的问题,这对工程处的经营管理工作,尤其是施工项目成本管理工作提出了更高的要求。 本文以施工企业工程项目成本管理为研究对象,以靖边气田产能建设地面工程为例,运用项目成本管理相关理论,分析施工企业在多种管理体系下,管理幅度和难度逐渐增加,施工项目点多、线长、面广,管理人员素质参差不齐,成本管理粗放,成本失控的情况下,如何加强工程项目成本管理,提出切合实际、能够全面真实反映施工企业工程项目成本管理的模式和方法,从而为施工企业项目管理提供依据。
[Abstract]:As a construction enterprise with a history of more than 40 years, Changqing Construction worker has an aging staff, a heavy historical burden, a large number of construction projects, a long line, a wide range of areas, uneven quality of management personnel, extensive cost management, and the phenomenon of out-of-control cost. In addition, construction enterprise is a real high-risk industry, quality risk, safety risk, business risk, from the moment of project contracting, with the whole life cycle of the project. Engineering construction is different from ordinary commodity production, it has the characteristics of large scale, long period, large investment, product diversity and liquidity. From start to finish, the duration of a few months, a few years. Business operation like thin ice, such as the abyss is a normal, project profit space is smaller and smaller, it is very easy to provoke a variety of potential project management risk concentration outbreak. For the construction enterprise, the project is the cost center of the enterprise, how to do well the cost management of the construction project of the Agency and ensure the gain of the labor, which is related to the survival and development of the enterprise, is the problem that we need to solve urgently. This puts forward higher requirements for the operation and management of the Agency, especially the cost management of construction projects. Taking the construction enterprise project cost management as the research object, taking the Jingbian gas field production capacity construction surface engineering as an example, using the project cost management theory, this paper analyzes the construction enterprise's management range and difficulty gradually increasing under various management systems. Under the circumstances of many construction projects, long lines, wide scope, uneven quality of managers, extensive cost management and out-of-control cost, how to strengthen the cost management of engineering projects and put forward a practical approach is put forward. It can reflect the construction enterprise project cost management mode and method completely and truly, thus provides the basis for the construction enterprise project management.
