【摘要】:整体性治理理论是继治理理论产生之后于20世纪90年代中后期发展起来的,在一定程度上,整体性治理理论是对传统治理理论的继承和发展。从面临的问题、支持性条件和理论工具本身的分析力三方面来看,以整体性治理理论分析中国地方政府变革具有较高的适用性。市辖区政府的运行是中国地方政府运行的重要一环。明确改革开放以来,尤其是现阶段中国地方政府运行所遵循的基本逻辑,有利于为市辖区政府治理的分析奠定宏观的基础。纵向行政发包与横向政府间竞争并存,行政性分权与地方政府横向集权并存,实际运行中走向偏颇的官员政绩考核机制与地方政府的自主性并存,强激励机制与弱监督机制并存,这些基本体现了现阶段中国地方政府运行的基本逻辑。现阶段,市辖区政府治理中的“权力碎片化”问题主要体现为市区两级政府职能交叉和机构设置重叠,及以事权与财权为核心的权力摩擦。市辖区政府治理过程中的深层次问题主要是,市辖区政府治理受地方政府治理基本逻辑的制约,是地方政府治理行政目标责任制、晋升锦标赛、压力型体制及政绩考核机制的参与主体,但是却不具有独立的主体资格。在一定程度上市辖区政府治理的困境是整体政府治理困境的一个缩影,假如地方政府治理的基本逻辑没有根本改变,徒然要求市辖区转变政府职能是很难做到的。现有的以政绩考核为代表的激励机制使市辖区政府在经营者和管理者两种角色之间挣扎,其角色定位始终得不到明确。市辖区政府在职能上回归公共管理的本位,则不仅其特有的尴尬会得到根本性解决,其与市级政府的权责摩擦也将得到大幅度缓解。从整体性治理视野下看待市辖区政府治理改革,不仅需要在政府管理系统内部调整市区两级政府的纵向关系,加强市辖区政府内部机构整合,也需要建构以市辖区政府为核心、以社会组织与市场机制为补充的公共治理体系。整体性治理视野和整体性治理的解决方案有利于远近兼顾、标本兼治,在解决具体问题过程中碎步前行,逐步夯实公共治理结构的基础,提升公共治理的质量。但问题的另一面是,整体性治理的思路,无疑对于政府的理性能力、政策制定能力以及决心和魄力都是一个巨大的考验。
[Abstract]:Holistic governance theory is developed after the emergence of governance theory in the late 1990s. To a certain extent, holistic governance theory is the inheritance and development of traditional governance theory. From the three aspects of the problems, supporting conditions and theoretical tools, it is of high applicability to analyze China's local government reform based on holistic governance theory. The operation of the government in the municipal district is an important part of the operation of the local government in China. It is clear that since the reform and opening up, especially the basic logic of the operation of local governments in China at this stage, it is conducive to lay a macro foundation for the analysis of governance in the municipal area. The longitudinal and transverse intergovernmental administrative contract competition coexist, administrative decentralization and local government horizontal centralization coexist, the actual operation to biased official performance evaluation system and local government autonomy coexist, coexistence of strong incentive mechanism and weak supervision mechanism, which basically reflects the basic logic at this stage Chinese local government operation. At present, the problem of "fragmentation of power" in municipal governance is mainly reflected in the overlapping of two levels of government functions and institutional settings, and the power friction centered on power and financial power. The deep-seated problems in the process of governance of the borough government is mainly restricted by the district government, governance of local government governance basic logic, are the main participants in the governance of local government administrative responsibility, promotion tournaments, pressure type system and performance evaluation mechanism, but they do not have independent subject qualification. To a certain extent, the dilemma of government governance in the listed area is a microcosm of the overall government governance dilemma. If the basic logic of local government governance has not fundamentally changed, it will be very difficult to transform the functions of the government in vain. The existing incentive mechanism represented by performance appraisal makes the municipal government struggle between the two roles of managers and managers, and its role is always not clear. If the municipal government can return to the standard of public administration, it will not only fundamentally solve its embarrassment, but also greatly alleviate its power and responsibility conflicts with the municipal government. Look at the city government governance reform from a holistic governance perspective, not only in the vertical relationship of the government management system of interior modulation of the two levels of governments, strengthen the municipal districts within government agencies also need to integrate and construct the borough government as the core, the social organization and the market mechanism of the public governance system. The solution of holistic governance perspective and holistic governance is conducive to both near and far, tackling the problem, step forward in solving specific problems in the process of the foundation, to gradually build public governance structure, improve the quality of public governance. But the other side of the problem is that the idea of holistic governance is undoubtedly a great challenge for the government's rational capacity, policy-making ability and determination and courage.
