【摘要】：居家养老服务市场化因其符合新公共管理理论的学术主张,在实践上与中国养老服务发展的政策导向相一致,被看作是一种理论上的必然。事实上面对实际操作中出现的各种问题,必须要回答"居家养老服务市场化何以可能与何以可为"这一基本问题。其中,居家养老服务所具备的公共物品和私人物品的双重属性是其市场化供给的前提,政府在居家养老服务"提供"与"生产"上的分离以及多元化生产主体的形成是其市场化供给的基础,政府、市场与社会协同治理交易费用和政府责任机制引发的不确定性是其市场化供给的关键。
[Abstract]:The marketization of home care services is consistent with the academic opinion of the new public management theory, and is consistent with the policy guidance of the development of Chinese pension services in practice, which is regarded as a theoretical necessity. In fact, it is necessary to answer the basic question of "how and why the market for the home care service is possible" must be answered by the various problems that appear in the actual operation. Among them, the dual attributes of home-based care services with public goods and private goods is the premise of the market supply, the government in the home-based care services "and" production "on the formation of separation and diversification of the main production is the basis of market supply, government, market and social collaborative governance of transaction cost and the government the uncertainty caused by the responsibility mechanism is the key to market supply.
