【摘要】:智慧化城市管理是城市管理数字化发展的升级版,是推进城市管理信息化,是借助更多科技手段提高城市管理精细、科学和效能的必然选择,它将直接影响着城市运行的保障能力和效果,对于提升城市的公共管理和公共服务水平有着重要意义。在经过几年的研究实践,已经验证智慧城管系统在城市管理中能更加充分的感知城市管理事件、提供更加广泛的网络支撑、更加实用的应用实践、“发现问题、处置问题、解决问题”和“实用、实战、实效”等方面优于数字化城市管理。 本文在国内外城市管理应用情况调研的基础上,分析了现代城市管理问题背后涉及的管理体制和管理方法的弊端,论证了在建设智慧城市大背景下建设智慧城管的必要性。文章结合宁波市智慧城管项目的实际背景,论述了智慧城管系统依托空间信息、工作流、行业实体库、计算机网络和移动通信等智慧城市技术,实现城市部件和事件管理的信息化、精致化、科学化。智慧城管系统的主要贡献有:(1)具备多维化发现能力。采用移动互联支撑,借助基于DB33视频平台建设标准上的智能分析,以及借助统一定位等技术实现城市管理最快捷、最广泛最准确最主动的感知。(2)对资源进行数字化管理。进一步扩大数字化城管的标准化、数字化、编码化在工作中的应用。(3)协同化处置城市管理事件。借助统一平台、协同运行,整合视频、测绘、工商等海量信息,将行政割裂影响至最小,发挥统一、整合等协同作用。(4)具备智能化督查能力。在GIS基础上对城市管理效果基于定位及地理空间进行分析考评。(5)设计了对视频监控信息进行分析并做出预警判断的算法,提出了基于背景差法的目标识别以及基于均值漂移算法的跟踪算法,实现了智能化的管控与预警分析功能。结合宁波市智慧城管上线以来的运行情况,通过对具体数据进行分析,验证了智慧城管模式具备良好效益。

The target recognition based on background difference method and the tracking algorithm based on mean shift algorithm are proposed to realize the intelligent control and early warning analysis function. Through the analysis of the specific data, it is proved that the intelligent urban management model has good benefit.
