【摘要】:当前,离休干部普遍进入“高龄期”、“高发病期”,现有的服务管理模式已经不能适应当前离休老同志的生活现状。如何采取宏观和微观相结合、长远和现实相结合的工作思路,把离休干部工作真正纳入到我国政治、经济发展的大环境中去考虑,如何紧紧围绕“高龄”、“高发病”出现的新情况、新问题认真研究探索,积极改革创新,以高度的政治责任感和满腔的热情做好离休干部工作,是摆在离休干部服务管理,也是公共管理面前的一个重要课题。 本论文研究的范围为铁岭市。本次研究的调查对象主要铁岭市离休干部。本文从全国离休干部的整体情况进行研究,然后对铁岭市离休干部服务管理工作的现状及问题进行调查和剖析,借鉴国内外其他城市先进经验制定可行性方案,提出发展对策。本文 阐述了创立离休干部制度的时代背景和过程;分析了铁岭使离休干部服务管理工作的现状及存在的问题,离休干部管理部门的主要工作职责及离休干部现状,和做好离休干部服务管理的重要性。 通过研究,针对服务管理中存在的少数单位对离休干部工作不重视,管理服务方式方法缺乏创新,管理服务设施不够完善等问题,分别从加强思想认识、创新离休干部服务管理工作方法,提高离休干部服务管理工作队伍素质能力、利用老干部大学和社区资源平台等方面,提出深化离休干部服务管理工作的对策建议,使离休干部服务管理更加适应新形势的需要。
[Abstract]:At present, the retired cadres have generally entered the "old age period" and "the period of high incidence of illness". The existing service management mode can no longer adapt to the current living conditions of retired veteran comrades. How to adopt the combination of macro and micro. The long-term and realistic work thinking, the work of retired cadres really into our political and economic development environment to consider, how to closely revolve around the "old age," "high incidence of disease" of the new situation. To study and explore new problems conscientiously, to reform and innovate actively, and to do a good job in the work of retired cadres with a high degree of political responsibility and full of enthusiasm is an important subject in front of the public administration as well as the service management of retired cadres. The scope of this paper is Tieling City. The main object of this study is Tieling City retired cadres. This paper from the overall situation of retired cadres in the country to study. Then the present situation and problems of the service management of retired cadres in Tieling City are investigated and analyzed, and the feasible scheme is formulated for reference from the advanced experience of other cities at home and abroad, and the development countermeasures are put forward in this paper. The background and process of setting up the system of retired cadres are expounded. This paper analyzes the present situation and existing problems of the service management of retired cadres in Tieling, the main work responsibilities of the retired cadres management department and the present situation of the retired cadres, and the importance of doing a good job in the service management of retired cadres. Through the research, in view of the service management in a small number of units do not attach importance to the work of retired cadres, the lack of innovation in the way of management services, management services facilities are not perfect, respectively from the strengthening of ideological understanding. We should innovate the service management methods of retired cadres, improve the quality and ability of retired cadres' service management team, and make use of veteran cadres' universities and community resource platforms. The countermeasures and suggestions of deepening the service management of retired cadres are put forward to make the service management of retired cadres more suitable for the needs of the new situation.
