【摘要】：水是生命之源,农村的安全用水关系着社会的和谐,是政府解决农村问题、建设小康社会和社会主义新农村的一项重要举措,农村饮用水安全已成为社会和公众日益关注的焦点。我国农村饮水工作以2005年为时间点,2005年以前是以解决农村群众饮水困难为主要目标的“解困饮水”,2005年以后则是为农村群众提供以更高标准的生活饮用水为主要目标的“安全饮水”。安全饮水工作启动后国家投入了大量的人力、财力和物力,地方政府有条不紊逐步完成上级政府交给的农村安全饮水相关的各项建设任务,工程的建设解决了不少农户的吃水问题,得到了广大群众的好评,可是在工程在运营管理中却出现了这样或者那样的困境。这些困境是怎样产生的?如何才能让这些安全饮水工程更好地发挥效益? 笔者在此篇论文中试图用公共产品供给等相关理论去探索淅川县农村安全饮水运营管理中困境出现的原因,并通过这些理论来试图解决农村安全饮水运营中出现的这些困境。本文从多元供给的角度,对淅川县农村安全饮水的管理现状进行研究,笔者通过阅读公共管理的相关专著、搜集浙川县农村安全饮水的统计数据资料,以及互联网期刊文献搜索等了解相关研究动态,然后进行实地调查研究,最后从公共物品供给理论角度着眼提出对策和建议来改进工作。农村安全饮水工程是一项公益性社会事业,农村安全饮水工程是关系到广大人民群众脱贫致富、改善农村生活条件和社会稳定的大事。通过本文的研究可以因地制宜地对搞好淅川县的农村安全饮水工作提出具体的对策建议,不仅对解决建好、管好每处农村安全饮水工程,确保工程质量和工程效益的长期发挥有着重要意义,而且对转变政府职能实现政府的公共性,实现城乡统筹发展有着深远战略意义和现实意义。
[Abstract]:Water is the source of life , the safe water in the countryside is the harmonious of society , it is an important initiative of the government to solve the problem of the countryside , build a well - off society and the new socialist countryside , and the safety of rural drinking water has become the focus of the society and the public . China ' s rural drinking water works in 2005 as the time point . In 2005 , it was a " safe drinking water " aiming at solving the problem of drinking water in rural areas . After the operation of safe drinking water , a large amount of human , financial and material resources were put into the country , and the local government gradually completed various construction tasks related to rural safe drinking water delivered by the superior government . This paper tries to explore the causes of the predicament in rural safe drinking water operation in Xichuan county by means of relevant theories such as supply of public goods , and tries to solve these difficulties in rural safe drinking water operation through these theories . The rural safe drinking water project is a public welfare social undertaking , the rural safe drinking water project is the major event which is related to the people ' s livelihood and social stability . Through the research in this paper , the author puts forward concrete countermeasures and suggestions for the rural safe drinking water work in Xichuan county .
