【摘要】：在改革开放和经济全球化的宏观大背景下，我国经济取得了快速长效发展。这客观上推动了我国现代化、城市化进程，其中城市群的建设和规划已经成为衡量我国城市化最重要的标志之一。在城市群的大力建设中，地方政府发挥着十分重要的作用。竞争是无处不在的，也同样渗透到了政府的公共管理活动之中。地方政府成为了各地利益的代言人，竞相促进当地经济的发展。 2007年12月,国务院正式批准成立武汉“1+8”城市圈，并赋予武汉城市圈先行先试的政策创新权。要推动中部经济的高速增长，该区域产业竞争力的发展水平和长期竞争优势是其关键。做到有效避免圈内地方政府的不良竞争，，加强地方政府的交流与合作，共同提高城市圈内的竞争力，才能快速推动武汉城市圈的发展。但是，从目前的情形来看，地方政府在发展过程中还面临着一些挑战和困境。这就急切需要根据各地的具体实际情况，来构建一套有效合理的竞争合作机制。因此，本文围绕的主题就是研究城市圈内的地方政府竞争问题。整篇文章主要可以分为六个部分。第一章绪论，分析了进行地方政府竞争的研究背景及意义，国内外理论界对城市圈内地方政府竞争研究的争论点和研究现状。第二章主要介绍有关地方政府竞争的基本理论，同时阐述了当代中国地方政府竞争存在的三种表现形态及特点。第三章着重介绍地方政府竞争产生的积极和消极的影响。第四章则是文章的重点，首先介绍了一些武汉城市圈地方政府竞争的现状，阐明了现阶段取得的初步成效和存在的问题，接着进一步研究是什么原因导致了这样的恶性演进。通过这一分析，说明规范城市圈地方政府有效竞争的必要性。第五章则通过对城市圈中地方政府行为的实证案例分析，来探讨在这一特定的背景下地方政府之间不良竞争问题。第六章在当前存在困境的基础上，对武汉城市圈发展的中长期趋势作了展望，提出了一些具体的解决对策建议。
[Abstract]:Under the background of reform and opening up and economic globalization, China's economy has achieved rapid and long-term economic development, which has objectively promoted the process of modernization and urbanization of our country. The construction and planning of urban agglomeration has become one of the most important indicators of urbanization in China. In the construction of urban agglomeration, local governments play a very important role. Competition is everywhere. Local governments have become the representatives of local interests, competing to promote the development of local economy. In December 2007, the State Council formally approved the establishment of Wuhan "18" city circle, and gave Wuhan city circle the policy innovation right to try first. It is necessary to promote the rapid economic growth in the central region. The development level and long-term competitive advantage of the regional industrial competitiveness is the key to effectively avoid the bad competition of the local government in the circle, strengthen the exchange and cooperation of the local government, and jointly improve the competitiveness of the urban circle. However, from the current situation, the local government is still facing some challenges and difficulties in the process of development. To build a set of effective and reasonable competition and cooperation mechanism. Therefore, the theme of this paper is to study the issue of local government competition in the urban circle. The whole article can be divided into six parts. The first chapter is an introduction to analyze the research background and significance of local government competition. Domestic and foreign theoretical circles of the urban circle of local government competition research issues and research status. The second chapter mainly introduces the basic theory of local government competition. The third chapter focuses on the positive and negative effects of local government competition. Chapter 4th is the focus of the article. First of all, this paper introduces the present situation of some local governments' competition in Wuhan City Circle, and clarifies the initial achievements and existing problems at the present stage. Then further study what causes this malignant evolution. Through this analysis. It explains the necessity of standardizing the effective competition of the local government in the city circle. Chapter 5th is an empirical case study on the behavior of the local government in the city circle. In order to explore the problem of bad competition among local governments under this particular background. Chapter 6th, on the basis of the current difficulties, the development of Wuhan City Circle in the medium and long term trend is prospected. Some concrete countermeasures and suggestions are put forward.
