地质调查项目财政预算支出绩效评价体系研究

【摘要】：随着近年来国家对地质调查项目投入的不断加大,项目承担单位范围不断扩大,如何保障地质调查项目业务活动有序实施,强化对项目过程的管理监督,已成为中国地质调查局业务管理工作的重点。目前我国对地质调查项目绩效考评体系的研究较少,至今还未形成比较完善、系统的考评体系。本文试图探索出一套适合我国地质调查项目绩效考评的基本思路和技术方法,以促进在我国尽快建立完善的地质调查项目绩效考评体系。 ‘本研究旨在探索一套基本思路和技术方法,以适应我国地质调查项目的绩效考核,以使我国迅速建立完善的地质调查项目绩效考评体系。本文主要以公共财政理论、受托经济责任理论以及公共预算理论和新公共管理理论为理论基础,并且深刻剖析了西方一些发达国家的地质调查项目绩效考核发展实践以及研究现状,与我国目前地质调查项目绩效绩效考评情况相比较,提出一些目前并以此为研究的主题,将Values-Goals-Objectives-Criteria and Standards的指标设计方法创造性的应用于地质存在的问题,调查项目绩效考评,并运用层次分析法以及德尔菲法确定了指标权重,最后应用了综合积分模型计算出绩效考评结果。本文对西方发达国家绩效考评的一些有效经验进行了借鉴,并对地质调查项目较小考评内容体系进行了重点研究,总结出了资金管理考评项目实施与管理效果考评、项目环境影响考评以及社会经济效益考评等四个考评领域。为进一步完善地质调查项目绩效考评体系,本文提出建立健全以财政预算支出绩效评价法律法规以及绩效管理基本制度为主要内容的地质调查项目财政预算支出绩效评价的制度保障体系,构建职责明确、管理有效、运转有序、分配合理的多元化财政预算支出绩效评价管理责任机制,将财政预算支出绩效评价工作切实的融入到部门预算管理当中,制定操作性强的、具体的财政预算项目支出管理办法,加强财政预算支出绩效评价结果的运用。并提出做好数据信息的分类管理,建立科学、合理、全面的地质调查项目财政预算支出绩效评价管理数据库。
[Abstract]:With the increasing investment in geological survey projects in recent years and the expansion of the scope of the project undertaking units, how to ensure the orderly implementation of geological survey project business activities, and strengthen the management and supervision of the project process. China Geological Survey has become the focus of business management work. At present, there are few studies on the performance evaluation system of geological survey projects in China, which has not yet been formed relatively perfect. This paper attempts to explore a set of basic ideas and technical methods suitable for the performance evaluation of geological survey projects in China in order to promote the establishment of a perfect performance evaluation system for geological survey projects in China as soon as possible. The purpose of this study is to explore a set of basic ideas and technical methods in order to adapt to the performance evaluation of geological survey projects in China. In order to make our country quickly establish a perfect evaluation system of geological survey project performance, this paper mainly based on the theory of public finance, the theory of entrusted economic responsibility, the theory of public budget and the theory of new public management. And deeply analyzed the development practice and research status of geological survey project performance evaluation in some developed countries in the West, and compared with the current geological survey project performance evaluation situation in China. Some current and research topics are proposed. The index design method of Values-Goals-Objectives-Criteria and Standards is creatively applied to the problems existing in geology. Investigate the project performance evaluation, and use the analytic hierarchy process and Delphi method to determine the index weight. Finally, the results of the performance appraisal are calculated by using the integrated integral model. This paper draws lessons from some effective experiences of the performance appraisal in the western developed countries.
