系统论视野下的中国地方政府绩效管理研究

【摘要】:目前,社会环境的不断发展变化对公共管理提出了更高要求,实施政府绩效管理,使政府运行更加高效、合理,已经成为世界各国的共同追求。我国在地方政府推进和完善绩效管理,是提升政府效能,提高公共服务质量,改善政府形象,建设廉洁高效、公开透明的服务型政府的重要举措。本文以系统论为研究视角,对我国地方政府绩效管理从宏观、中观和微观三个层面进行了较全面深入的探析。首先,对我国地方政府绩效管理的现状进行了全面考察——从历史的视角总结我国政府绩效管理发展的三个阶段;从现实的视角分析了我国政府绩效管理目前的状态;从个案视角分析了我国地方政府绩效管理的几个典型模式。其次,运用系统论的层级划分方法对我国地方政府绩效管理中所存的问题进行了研究——从宏观层面看,我国地方政府绩效管理存在制度和法制基础薄弱、管理体系不健全、理论体系不完善等问题;从中观层面看,我国地方政府绩效管理在管理理念、组织结构和管理机制等支撑要素方面存在问题;从微观层面看,我国地方政府绩效管理在管理技术、人才、评估方法等基础性要素方面存在问题。第三,整体探讨了完善与发展我国地方政府绩效管理系统的思路——改善宏观系统环境,包括建立健全政府绩效管理法律体系、管理体系和理论体系等;强化中观系统支撑,包括转变政府绩效管理理念、组织结构和管理机制等;夯实微观系统基础,包括提高绩效管理技术、培育绩效管理人才、扩大公民参与等。
[Abstract]:At present, the continuous development of the social environment has put forward higher requirements for public management, the implementation of government performance management, making the government more efficient and reasonable. Our country promotes and consummates the performance management in the local government, is to enhance the government efficiency, to improve the quality of public service, to improve the image of the government, to build clean and efficient. This paper, from the perspective of system theory, analyzes the performance management of local government in China from the macro, meso and micro levels. First of all. The present situation of local government performance management in China is comprehensively investigated-three stages of the development of Chinese government performance management are summarized from the perspective of history. From the perspective of reality, this paper analyzes the current state of government performance management in China. This paper analyzes several typical models of local government performance management in China from the perspective of individual cases. Secondly. This paper studies the problems existing in the performance management of local government in China by using the hierarchical division method of system theory. From the macro level, there is a weak system and legal foundation in the performance management of local government in China. The management system is not perfect, the theory system is not perfect and so on; From the middle level, there are some problems in the management concept, organizational structure and management mechanism of local government performance management. From the micro level, our local government performance management in management technology, talent, evaluation methods and other basic elements of the problems. Third. The author discusses the idea of perfecting and developing the performance management system of local government in China-improving the macro system environment, including establishing and perfecting the legal system, management system and theoretical system of government performance management. Strengthening the support of meso-system, including changing the concept of government performance management, organizational structure and management mechanism; Strengthen the micro-system foundation, including improving the performance management technology, cultivating the talent of performance management, expanding citizen participation and so on.
