【摘要】:绩效包含有成绩和效益的意思,而政府绩效,通常用来衡量政府部门开展公共管理和服务活动的效果。开展政府绩效管理和评估的研究,既是提高政府管理效能的有效途径,也是深化政府转型和构建服务型政府的客观需要。随着现代社会的进步,我国公民群体对政府公共产品和公共服务水平的需求越来越高,政府面对社会公众和社会舆论压力也越来越大,提高政府绩效管理和考核评估水平,是当代中国政府,尤其是地方政府加速政府转型和建设服务型政府迫切需要解决的一项历史重任。 本论文以我国市、县区级地方政府有关绩效管理的相关理论、实践和方法为切入点,在概括分析先进地区成功经验的基础之上,对营口开发区政府绩效管理现状进行系统梳理和全面审视,认真解读和分析其他地方绩效评估指标体系的具体内容,然后立足于我国当前现行政府体系和当前政治环境的现实情况,指出目前地方政府绩效管理中存在的突出问题。在对这些问题进行深入细致的分析研究基础上,提出了健全和完善地方政府绩效管理的对策建议。主要包括增强绩效评估的内在动力,强化公民参与,充分发挥党在政府机关中的重要作用,以完善党的绩效考评,以党建拉动政府建设,以机关文化建设为铺垫,充分发挥文化育人的作用,在政府机关内倡导绩效文化,,以推动绩效管理和考评的发展。 地方政府绩效管理体系的建立和完善,是现代政府改革和政府管理的前沿课题,深受社会关注,相关研究也取得了一定的成效,本文的创新之处在于强调机关党建在推动政府绩效管理过程中的重要作用,以完善党的绩效考评来拉动政府绩效管理建设。当然,受笔者的知识结构、学识水平和社会阅历等能力水平的制约,论文在实证研究和理论探讨上还存在着诸多不足之处,有待进一步探索、实践和研究。
[Abstract]:Performance includes achievements and benefits, while government performance is usually used to measure the effectiveness of public management and service activities carried out by government departments. Research on government performance management and evaluation is carried out. It is not only an effective way to improve the efficiency of government management, but also an objective need to deepen the transformation of the government and build a service-oriented government. The demand of government public goods and public service level is higher and higher, and the government is facing more and more pressure from the public and public opinion to improve the level of government performance management and assessment. It is an urgent historical task for the Chinese government, especially the local government, to accelerate the transformation of the government and build a service-oriented government. This paper takes the relevant theories, practices and methods of the local governments at the county and district level in our country as the starting point, on the basis of summarizing the successful experiences of the advanced regions. To Yingkou Development Zone government performance management status of a systematic combing and comprehensive review, serious interpretation and analysis of other local performance evaluation index system specific content. Then based on the current government system and the current political environment, the paper points out the outstanding problems in the performance management of local government. The author puts forward some countermeasures to improve and perfect the performance management of local government, mainly including strengthening the internal motive force of performance evaluation, strengthening citizen participation, and giving full play to the important role of the Party in the government organs. In order to improve the performance evaluation of the party, the party building to stimulate government construction, with the construction of government culture as the foundation, fully play the role of cultural education, in government organs to advocate performance culture. To promote the development of performance management and evaluation. The establishment and improvement of the local government performance management system is the forefront of modern government reform and government management, deeply concerned by the society, the relevant research has also achieved certain results. The innovation of this paper is to emphasize the important role of party building in the process of promoting government performance management, in order to improve the performance evaluation of the party to stimulate the construction of government performance management. Of course, the author's knowledge structure. Due to the restriction of the ability level of knowledge and social experience, there are still many deficiencies in the empirical research and theoretical discussion, which need to be further explored, practiced and studied.
