【摘要】：新公共服务理论是建立在新公共管理理论缺陷的反思和批判的基础上,特别强调政府的职能是“服务而不是掌舵”。它是关于公共行政在以公民为中心的治理系统中所扮演的角色的一套理念,是以民主社会的公民权、社区和公民社会、组织人本主义和后现代公共行政等理论为基础。它对促进公共管理和社会治理有着十分重要的意义。随着科技的不断进步与发展,高校逐步由社会的边缘走入社会的核心,扮演着越来越重要的角色。特别是中国所特有的传统文化,国内的高等中医药院校担负的责任也更加重大,它是中国传统医学新思想的源泉、倡导者、推动者和交流中心。然而,高等中医药院校在发展进程中始终步履艰难,在高等教育日益发展壮大的今天,其发展也遇到了种种桎梏,总览高等中医药院校发展的研究,传统行政理论、新公共管理理论、治理理论等都从不同视角对它的发展进行了探讨,但有很多现实问题仍未得到真正解决。本文正是基于这个困境,提出运用新公共服务理论解决高等中医药院校的公共性实现问题。
[Abstract]:The new public service theory is based on the reflection and criticism of the new public management theory on defect, with particular emphasis on the function of government is service rather than at the helm ". It is about the role of public administration in the citizen centered governance system in the role of a set of ideas, is a civic right, community and civil society organizations, humanism and post-modern public administration theory. It plays a very important role in the promotion of public management and social governance. With the continuous development of science and technology, the core of university gradually from the edge of society go into the society, plays a more and more important role especially. The unique China traditional culture, TCM colleges and universities domestic responsibility is more important, it is a source of new ideas Chinese traditional medicine advocates, promoters and communication center. However, the higher Chinese Medicine The medicine colleges in the development process has always been difficult, with the increasing development of higher education and growth today, its development has also encountered a variety of shackles, research on the development of colleges and universities of Chinese medicine in the traditional administration theory, new public management theory, governance theory from different perspective on the development of it are discussed, but there are still a lot of the reality of the problem to be solved. This article is based on this dilemma, proposed public problem solving in Colleges and universities of Chinese medicine by using the theory of new public service.
