【摘要】：VTS作为海事部门不可缺少的现代化手段及海事现代化数字监管管理模式的核心,经过近三十多年的运行发展,现已进入VTS公共服务效能发挥的“瓶颈”期。本文从新公共管理理论运用和其方法实践的角度,尝试研究提高VTS公共服务水平的对策,以期突破VTS公共服务效能发挥“瓶颈”,促进VTS公共服务水平进一步提高,效能再上新台阶,以满足服务型海事职能转变下公众对船舶交通安全保障的的需求,从而促进VTS的科学发展。 “分析现状、发现问题”部分：本文运用新公共管理理论尝试分析界定VTS公共服务的概念、本质特征和内涵的基础上,运用理论分析法、文献研究法、比较法等各种研究方法和模糊评估法、自评法、“以高设标”相结合的方式,分析VTS公共服务的现状和主要问题,认为基于传统行政监管的理念影响造成了我国VTS管理体制长期不健全、VTS值班队伍建设始终滞后、VTS功能发挥一直不充分等根本性历史问题,是导致VTS公共服务效能发挥“瓶颈”现象的根本原因,而且目前我国VTS公共服务效能发挥“瓶颈”现状下的VTS公共服务水平离“高标准”要求存在较大差距、与VTS先进的科学技术手段不匹配及VTS管理水平与国际先进管理水平存在较大的差距。 “提出对策”部分：在吸收新公共管理的方法手段在公共服务领域的成功经验的基础上,研究提出提高VTS公共服务水平的对策,主要观点有：明确VTS监控区域划分标准和人员配置标准是解决VTS职能定位不明确、机构编制不健全的主要途径；创新VTS人才引入、培训、激励、奖惩等机制,以解决VTS值班队伍长期滞后的问题；完善健全VTS管理体制和法制基础,夯实VTS运行管理的内外部环境基础；以技术促发展,提高VTS公共服务电子化水平；打造VTS公共服务品牌是有效促进我国VTS公共服务水平提高的重要途径。
[Abstract]:VTS as the core of the maritime sector indispensable modern means and modern management mode of digital maritime supervision, after nearly thirty years of development, has now entered the VTS public service efficiency "bottleneck" period. From the perspective of the use of new public management theory and the method of practice, try to study the countermeasures to improve the VTS level of public service. The "measures" parts: the basis of successful experience in the method of absorption of new public management in the public service field, the research puts forward countermeasures to improve the VTS level of public service, the main points are: clear VTS monitoring area division standard and personnel allocation standard is to solve the VTS function positioning is not clear, the main way of organization is not perfect VTS; innovative talent introduction, training, incentive, incentive mechanism, in order to solve the VTS duty team long-term lag problem; perfect VTS management system and legal system, reinforce the VTS operation and management of the internal and external environment of the foundation; to promote the development of technology, improve the VTS electronic public service level; to build public service brand is VTS an effective way to promote the level of public services in China to improve VTS.
