【摘要】：2007年以来的国际金融危机，推动世界经济格局产生变革。金融危机影响深远，导致经济增长速度减缓甚至倒退，给世界各国的经济发展乃至正常的社会秩序都带来了巨大的压力和威胁。为了尽快地走出经济衰退，抢占发展先机，美国及日本等世界主要经济体主动地寻找新的经济增长点，重新认识实体经济的重要作用和本国经济发展的不足，采取一系列措施促进战略性新兴产业发展，可以说，战略性新兴产业是最先进的科学技术与具有生命力的新兴产业的融合，这种融合也代表着一个发达经济体其产业升级的方向。在这种大的时代背景下，我国政府为加快经济发展方式转变，实现经济全面、协调、可持续发展，从中央到各地方都开始注重战略性新兴产业的发展，并相继出台专项发展规划，并配以相关的扶持政策。泉州市作为我国东南沿海的重要城市，自改革开放以来，经历了三次成功的转型，取得卓越的发展成果。但泉州市的传统产业在拥有竞争优势的同时，也面临经济发展方式不够科学、不够协调等诸多问题。而战略性新兴产业的特点就在于高技术含量、低资源消耗，正好可以弥补泉州市经济发展的不足。本文以公共管理理论作为基础，结合宏观经济理论，对泉州市战略性新兴产业发展现状进行了重点研究和分析。首先本文对战略性新兴产业的概念进行了界定，并且详细分析了战略性新兴产业的影响因素和选择原则，然后又对泉州市战略性新兴产业发展的现状以及市政府所提供的扶持战略性新兴产业发展的政策进行了分析。在此基础上，找出了制约泉州市战略性新兴产业发展的主要问题。并借鉴国外的先进经验，在本文的最后，为泉州市政府培育发展战略性新兴产业的发展提出了相关措施与建议。本文认为，泉州市应加强政府在战略性新兴产业发展中所起的作用，，努力围绕核心产业形成战略性新兴产业集群，提高产业创新能力，完善人才的培育与引进机制，加快步入产业链高端的进程，在搭建服务平台方面，要对现有财税金融政策进行改革，同时完善本地各级政府的政绩考评机制，防止在建设和发展战略性新兴产业的过程中出现短期行为。

In order to quickly out of recession, seize the development opportunities, the United States and Japan and other major world economy actively looking for new economic growth, lack of understanding of the real economy and the important role of the development of domestic economy, take a series of measures to promote the development of strategic emerging industries, it can be said that the strategic emerging industry is the integration of the most advanced science and technology and the vitality of the emerging industry, this integration also represents a developed the economies of its industrial upgrading direction. Under this background, the Chinese government to speed up the transformation of the mode of economic development, realize economic A comprehensive, coordinated and sustainable development, from the central to local have begun to focus on the development of strategic emerging industries, and promulgated a special development plan, and with relevant policies. The city of Quanzhou as an important city in the southeast coast of China, since the reform and opening up, through three successful transformation, achieve development achievements. But traditional industries in the city of Quanzhou has a competitive advantage at the same time, is also facing the mode of economic development is not scientific, not enough coordination. Many problems and characteristics of strategic emerging industry is the high technology content, low resource consumption, less can compensate for the economic development of Quanzhou city.
This paper is based on the public management theory, combined with the macroeconomic theory, the current situation of the development of strategic emerging industries in Quanzhou city are studied and analyzed. Firstly, the concept of strategic emerging industries are defined, and a detailed analysis of the influence of strategic emerging industry factors and selection principle, and then to Quanzhou City, the development of strategic emerging industries the status quo and the municipal government provided the support of strategic emerging industry development policy are analyzed. On this basis, identify the constraints of the development of strategic emerging industries Quanzhou the main problems. And learn from foreign advanced experience, at the end of this paper, the relevant measures and suggestions for the development of the Quanzhou municipal government to foster the development of strategic emerging industries the city of Quanzhou. This paper argues that the government should strengthen the development of strategic emerging industries in the role of the focus on core production The formation of industry strategic emerging industry clusters, improve the innovation ability, improve the talent cultivation and introduction mechanism, accelerate into the high-end industrial chain in the process, build a service platform, to reform the existing fiscal and financial policy, and improve the local governments at all levels of government performance evaluation mechanism, to prevent short-term behavior in the process of construction and development of strategic in emerging industries.
