网络民意与公共决策关系探究

【摘要】：随着信息技术的发展,互联网为公民的民意表达提供了一个方便快捷的平台,通过网络表达意愿的网络民意在一定程度上反映了社会不同群体的利益诉求。网络民意的是否能真正影响公共决策,又有哪些积极和消极的作用,决策中应该如何把握网络民意?本文通过对民意、网络民意,公共政策和公共决策等概念的辨析,通过对我国网络民意的形成和发展的研究,明确了网络民意作为民众政治参与和民意表达的一种特殊方式存在必要性；通过对网络民意对公共决策产生的影响力的分析,寻求在公共决策形成的过程中,哪些决策需要听取网络民意,哪些决策会受到网络民意的影响,还有哪些决策可以完全按照网络民意去制订出台,这些决策的出台是不是可以完全满足网络民意的要求。通过对多个案例、事件的分析、研究,探索网络民意对公共决策的影响类型、作用和其中的部分规律,并利用这些规律为政府公共管理活动提供更准确的决策依据。本文对公共决策过程中如何借鉴网络民意提出了相应的措施,首先规范网络民意表达和行为的自律,确保民意表达的广泛性、代表性和真实性；其次是建立决策者和网民之间的协商机制,确保网络民意和公共决策更好地融合和平衡,实现权利与权力间的平衡。
[Abstract]:With the development of information technology, the Internet provides a convenient platform for citizen's expression of public opinion, public opinion network will reflect the interests of different social groups in a certain extent through the network. If the network of public opinion expression really influence public decision-making, what are the positive and negative effects, the decision should be how to to grasp the network public opinion? Based on the analysis of the network public opinion, public opinion, public policy and public decision concept, through the research on the formation and development of China's network of public opinion, a special way to clear the network public opinion as the public political participation and expression of public opinion is necessary; through the analysis of the network of public opinion the influence of the decision, to seek in the formation of public decision-making process, what decisions need to listen to the public network, which will be making the network of public opinion influence, and What decisions can be fully in accordance with the network of public opinion to develop the introduction, these decisions can not fully meet the requirements of the network of public opinion. Based on multiple case study, event analysis, and explore the influence of the network public opinion on public policy types, and which part of the law, and use these rules to provide more accurate decision according to the government's public management activities. The paper puts forward some corresponding measures on how to use the network of public opinion in the public decision-making process, the first standard of network public opinion expression and behavior of self-discipline, ensure the universality of public expression, representation and authenticity; second is to establish negotiation mechanism between decision makers and users, to ensure that the network of public opinion and public decision making better integration and balance between power and right balance between.
