【摘要】:我国自党的十六次代表大会后,开始在行政事业单位推行绩效管理。目的是提高公共部门行政效率,强化政府组织的激励作用和监督作用。经过多年的实践,行政机关绩效管理体系已经初步形成,发挥了重要的作用。事业单位是我国公共部门的重要组成部分,也按照行政机关绩效管理模式推行了绩效管理。但由于事业单位涉及行业广、人员构成复杂、单位情况多样等特点,现行的绩效管理效果并不明显,制约了事业单位科学化、制度化、规范化和现代化的发展。 交通运输部救捞系统是我国事业单位的主要组成部分,担负着我国海上应急抢险救助的重要职责。随着社会经济的不断繁荣,人民群众对水上交通安全的认识越来越强,对水上交通安全应急保障队伍的要求越来越高。通过实施全面、科学、有效的绩效评估体系,促进救捞事业全面协调可持续发展,是摆在救捞单位和上级主管部门面前的重要任务和现实难题。 本文交通运输系统救捞单位绩效管理为研究对象,在充分分析我国公共部门绩效管理现状的基础上,尝试将目标管理法运用到我国救助打捞公共管理中,建立起以实现战略目标为核心的绩效评估整体框架、指标体系,同时结合救捞单位实际,拟定了具体的实施步骤,客观分析了运用过程中可能出现的问题和应对方法,希望为救捞单位全面推行绩效管理引入新的思路和方法,为提高救捞系统管理水平、实现救捞单位远景目标奠定坚实的基础。
[Abstract]:Since the 16 Congress of the Communist Party of China, performance management has been implemented in administrative institutions. The purpose is to improve the administrative efficiency of the public sector and strengthen the role of incentive and supervision of government organizations. After many years of practice. The performance management system of administrative organs has been initially formed and has played an important role. Institutions are an important part of the public sector in China. Performance management is also carried out according to the performance management model of administrative organs. However, the current performance management effect is not obvious due to the wide range of industries, complex personnel composition and diverse unit situations. It restricts the development of scientific, institutionalized, standardized and modern institutions. The salvage system of Ministry of Transportation is the main component of the public institution in our country, which bears the important responsibility of emergency rescue and rescue at sea. With the development of the society and economy, the salvage system is becoming more and more important. People's understanding of water traffic safety is becoming stronger and stronger, and the requirements of water traffic safety emergency protection team are becoming higher and higher. Through the implementation of comprehensive, scientific, effective performance evaluation system. To promote the comprehensive coordinated and sustainable development of salvage is an important task and practical problem in front of salvage units and superior departments in charge. Based on the analysis of the present situation of public sector performance management in China, this paper attempts to apply the objective management method to the public management of salvage and salvage in our country. To achieve strategic objectives as the core of the establishment of the overall performance evaluation framework, indicators system, combined with the actual salvage unit, the specific implementation steps are drawn up. This paper objectively analyzes the possible problems and countermeasures in the process of application, hoping to introduce new ideas and methods for the comprehensive implementation of performance management in salvage units, and to improve the management level of salvage system. To achieve the long-term goal of salvage units to lay a solid foundation.
