体育公共服务中的公民参与研究

【摘要】：完善体育公共服务体系是国家“十二五”时期体育事业发展的总体目标,将公民参与引入体育公共服务体系的建设,不仅是公民基本体育权利的实现,也能有效地提升公共服务的质量与水平。然而现阶段我国体育公共服务体系的建设中存在“公民缺位”现象,造成体育公共服务资源分配不均,政府与公民之间体育公共服务信息不对称,体育公共服务产品供给低效等现象。体育的本质就是民间行为,而公共服务的受众面是每一个公民,因此公民不仅享有参与体育活动的权利,也理应享有参与管理体育公共事务的权利。本课题旨在探讨体育公共服务背景下的公民参与问题。论文的撰写将立足于我国体育公共服务发展的现实背景,同时参考国内外公民参与公共服务的实践,以期进行公民参与体育公共服务的可行性研究。研究内容主要从以下五个方面展开：第一部分：绪论。主要介绍本文的选题背景及意义,并以文献综述的形式对体育公共服务中公民参与的研究现状进行了梳理,提出本课题的研究思路及方法。第二部分：内涵分析。对文章的基本概念进行理论梳理,此处将界定体育公共服务和公民参与的概念,同时对体育公共服务中公民参与的主体、内容、方式进行简要概述。第三部分：理论基础。引入新公共服务理论、治理与善治理论及公民参与理论,为本文的研究课题奠定理论基础。此外,将对我国公民参与体育公共服务的必要性进行探讨。第四部分：现状分析。通过典型案例探讨目前我国公民参与体育公共服务的现状,并分析目前公民参与存在的现实困境及其影响因素。第五部分：对策及建议。就如何增进体育公共服务中公民参与提出对策和完善路径。结合我国的现实背景,通过构建公民参与体育公共管理的内部模式及营造适合公民参与的外部环境两方面提出可行的建议及构想。
[Abstract]:Perfecting the sports public service system is the overall goal of the development of sports cause in the "Twelfth Five-Year Plan" period. It is not only the realization of citizens' basic sports rights to introduce citizen participation into the construction of sports public service system. It can also effectively improve the quality and level of public service. However, there is a phenomenon of "citizen absence" in the construction of sports public service system in China at present, which results in uneven distribution of sports public service resources. Sports public service information between government and citizens is asymmetric, and the supply of sports public service products is inefficient, etc. The essence of sports is folk behavior, and the public service is received by every citizen. Therefore, citizens not only enjoy the right to participate in sports activities, but also should enjoy the right to participate in the management of sports public affairs. The purpose of this paper is to discuss the citizen participation in the background of sports public service. The writing of the thesis will be based on the realistic background of the development of sports public service in China, and reference to the practice of citizen participation in public service at home and abroad. With a view to carrying out the feasibility study of citizen participation in sports public service, the research contents are mainly carried out from the following five aspects: The first part: introduction. It mainly introduces the background and significance of this paper, and combs the research status of citizen participation in sports public service in the form of literature review. The research ideas and methods of this subject are put forward. The second part: connotation analysis. The basic concept of the article is combed theoretically, here will define the concept of sports public service and citizen participation, at the same time, the main body and content of citizen participation in the sports public service. The method is briefly summarized. The third part: the theoretical basis. The introduction of the new public service theory, governance and good governance theory and the theory of citizen participation, for this research topic laid a theoretical foundation. The necessity of citizen participation in public sports service in China will be discussed. Part 4th: analysis of the present situation. Through typical cases, this paper probes into the present situation of citizen participation in sports public service in China, and analyzes the practical difficulties and influencing factors of citizen participation at present. Part 5th: countermeasures and suggestions. On how to improve the participation of citizens in sports public service and improve the path. Combined with the reality of our country background. Through constructing the internal mode of citizen's participation in sports public management and constructing the external environment suitable for citizen's participation, this paper puts forward some feasible suggestions and ideas.
