【摘要】：商业街是城市商业最集中的街道,是城市商业的缩影和精华。它是由许多商业店、餐饮店,服务店按照一定结构规律排列在一起的商业综合体,它涵盖和包括了多样的功能、多种的业态。商业街并不是现代经济社会活动的产物,它一直伴随人类经济社会的发展,并存在不同的社会发展时期,经历了多种不同的形式,对当时的人类社会建设和发展起到了不可替代的重要作用。商业街在我国被各级政府高度关注和重视,对城市发展起到了重要作用,大量人力、物力和财力的投入,俨然使它成为了现代城市的重要符号。在目前这种情况下,表面上看商业街的建设和发展仅仅是城市发展的一个小的方面,但是商业街的发展却对城市进步和发展起到了全面整体的作用。而到现代,随着城市的出现,商业产业得到了持续进步和发展,城市和商业变得相伴相随、不可分割,商业街也自然而然地成为各种商业设施的聚集地。它已摆脱了原有的单一的商业环境模式,而是从简单的购物和餐饮向居住、休闲、娱乐等更高更舒适的生活形式发展。随着我国经济社会不断深入发展,特别是进入改革开放的特殊时期,经济社会的各行各业的发展都经历了很多困难和问题,我国城市商业街的也不例外,研究城市商业街商业街建设发展中的职能如何界定、如何履行、如何发挥,在实际工作中如何利用政府的干预优势推动商业街的繁荣发展,是本文研究的立足点和出发点。本文参考以往相关研究文献的阅读和整理基础上,分析对比国内外相关研究的理论成果,以徐州市商业街发展演变为具体案例,立足公共管理视野,运用公共管理原理、公共地悲剧理论、市场及政府失灵理论、城市商圈理论、政府善治理论等,通过研究文献和实证案例,在比较分析的基础上,结合徐州市实际进行调查,研究分析政府在商业街发展和建设中的履职情况,据此找出政府在商业街发展设中的职能履行不力的具体原因,进而总结出城市商业街发展应遵循的原则,提出政府在商业街发展和建设中应完善的对策和建议。本文通过分析研究,认为政府部门立足公共管理角度,进一步注重发挥市场在资源配置中的决定性作用和服务型政府的保障能力,以现代服务业集聚发展为抓手,高起点规划,高标准建设,高效率管理,通过建立行政保障机制,强化政策要素支撑,优化商业发展环境等具体措施来推动城市商业街又快又好的持续发展。
[Abstract]:Commercial street is the most concentrated street of city commerce, it is the epitome and essence of city commerce. It is a commercial complex arranged by many commercial shops, restaurants and service shops according to certain structure law. Commercial Street is not the product of modern economic and social activities, it has been accompanied by the development of human economy and society, and there are different periods of social development. After a variety of different forms, it played an irreplaceable role in the construction and development of human society. The commercial street was highly concerned and valued by all levels of government in our country, and played an important role in the development of the city. A large number of human, material and financial investment, it has become an important symbol of the modern city. At present, the appearance of the construction and development of commercial streets is only a small aspect of urban development. However, the development of commercial street has played an overall role in the progress and development of the city. But in modern times, with the emergence of the city, the commercial industry has been continued to progress and development, and the city and commerce have become accompanied. Inseparable, the commercial street has naturally become a gathering place for all kinds of commercial facilities. It has got rid of the original single business environment model, but from simple shopping and catering to living, leisure. Entertainment and other higher and more comfortable forms of life development. With the economic and social development of our country, especially into the special period of reform and opening up, the development of economic and social industries have experienced a lot of difficulties and problems. Our country city commercial street is no exception, study how to define, how to fulfill, how to give play to the function in the construction and development of the city commercial street. In the actual work, how to use the government intervention advantages to promote the prosperity and development of commercial streets is the foothold and starting point of this study. This paper analyzes and compares the theoretical results of related researches at home and abroad, taking the development of Xuzhou commercial street as a concrete case, based on the public management vision, using the public management principles, the tragedy theory of public land, the theory of market and government failure. Based on the comparative analysis of the theory of urban commercial district and the theory of good governance of the government, this paper makes an investigation on Xuzhou City on the basis of comparative analysis and empirical cases. This paper studies and analyzes the government's duty in the development and construction of the commercial street, and finds out the specific reasons for the ineffective performance of the functions of the government in the development and establishment of the commercial street, and sums up the principles that should be followed in the development of the city's commercial street. Put forward the government in the development and construction of commercial streets should improve the countermeasures and suggestions. Through analysis and research, the government based on the perspective of public management. We should pay more attention to the decisive role of the market in the allocation of resources and the ability of the service-oriented government to ensure the development of modern service agglomeration, with high starting point planning, high standard construction, and high efficiency management. Through the establishment of administrative security mechanism, strengthening the support of policy elements, optimizing the commercial development environment and other specific measures to promote the rapid and good sustainable development of urban commercial streets.
