苏州独墅湖科教创新区在协同创新建设中的政府职能定位研究

【摘要】:协同创新已成为国家科教发展重要战略,,本文以苏州独墅湖科教创新区为研究标本,探讨政府在协同创新中的作用,进而有针对性的提出以政府为主导的协同创新模式的可行性和具体实施策略,为中国协同创新,提升创新能力,探索人才和科技协同发展的新模式提供理论基础。 苏州独墅湖科教创新区在过去十多年的发展历程中走出了一条富有特色的区域科教协同创新之路,地方政府积极出台相关引导性政策和法律规定,发挥政府的综合协调功能,积极主导着区域科教协同创新的发展方向,在立法、财政、金融、平台建设等方面具有丰富的经验。近两年,全国各地纷纷兴起科教城,发展协同创新事业。因本人在独墅湖科教创新区工作,在日常工作中也接触到来自南通、慈溪等地的科教城来独墅湖科教创新区学习经验。本文将苏州独墅湖科教创新区协同的创新发展经验总结下来,对如何发挥地方政府在协同创新中的作用问题进行实证分析和理论探讨,对总结科教协同创新的经验和规律,指导政府公共管理职能转变,推动社会创新能力提升和产业转型发展具有重要的指导意义;对地方政府如何实施有效的政策引导和公共服务以促进地方科教协同发展,为经济社会发展提供支持具有一定的指导价值。此外对其它地区的科教协同发展提供经验借鉴,并就科教创新区在协同创新中存在的一些问题,提出相应对策,期望得到解决,进而推动中国科教协同事业向前迈进。 该项课题的研究也有利于扩展政府公共管理的边界,增强政府的服务意识,提升地方政府的施政能力。同时,也对高等教育的发展和人才培养的规律进行了有益的探讨。
[Abstract]:Collaborative innovation has become an important strategy for the development of national science and education. This paper takes the innovation area of science and education in Dushuhu in Suzhou as a research specimen to discuss the role of government in collaborative innovation. And then put forward the feasibility of the government-led collaborative innovation model and specific implementation strategies for China's collaborative innovation, improve innovation capacity. Exploring the new mode of coordinated development of talents and science and technology provides the theoretical basis. Suzhou Dushuhu science and education innovation area in the past ten years of the development of a unique regional science and education collaborative innovation road, the local government actively issued relevant guiding policies and legal provisions. Give play to the comprehensive coordination function of the government, actively lead the development direction of regional science and education collaborative innovation, in legislation, finance, finance, platform construction and other aspects of rich experience. Science and education cities have emerged all over the country, the development of collaborative innovation. Because I work in the Dushuhu science and education innovation area, in the daily work also contact from Nantong. Cixi and other scientific and educational cities come to Dushuhu science and education innovation area learning experience. This paper summarizes the Suzhou Dushuhu science and education innovation area collaborative innovation and development experience. How to give play to the role of local governments in collaborative innovation in the empirical analysis and theoretical discussion, to sum up the experience and rules of scientific and educational collaborative innovation, to guide the transformation of government public management functions. It is of great significance to promote the promotion of social innovation ability and the development of industrial transformation. How to implement effective policy guidance and public service to promote the coordinated development of local science and education. To provide support for the economic and social development has certain guiding value. In addition, it can provide experience and reference for the cooperative development of science and education in other regions, and put forward some corresponding countermeasures to the problems existing in the scientific and educational innovation area in collaborative innovation. Hope to be resolved, and then push forward the cooperative cause of science and education in China. The study of this topic is also conducive to expand the boundaries of government public management, enhance the government's awareness of service, enhance the ability of local governments to administer. At the same time. It also discusses the development of higher education and the law of talent training.
