南京市外贸公共服务体系建设的研究

【摘要】：随着世界经济一体化和全球化的发展趋势,对外贸易对国民经济的促进作用显而易见。目前在我国对外贸易被誉为国民经济“三驾马车”之一,是开放型经济的主力。在经济和政府职能转型的关键时期,如何协调政府与市场的关系,全面建设外贸公共服务体系,对于促进经济增长、扩大就业,引进先进的产品和技术提高中国企业的生产效率和创新能力,提升国内生产制造水平,最终达到增强综合国力等具有重要的意义。伴随对外贸易产业的持续三十年快速发展和我国政府职能转型升级的实践,当前,如何实现对外贸易发展和公共服务的良性互动已经被政府、事业单位、各类型企业、社会团体等广泛重视,外贸公共服务体系的建设亟待各方力量的共同努力。同时,落实外贸公共服务的载体建设,各方主体的地位和在其中所起的作用,是外贸公共服务体系建设研究中的首当其冲的论题。本文研究方向是政府公共管理,外贸公共服务是政府公共服务职能不可或缺的组成部分,其体系结构、规模、内容、质量皆与政府职能的界定、操作的设计、到位的执行、合理的优化密切相关。目前涉及外贸公共服务体系的研究数量较为欠缺,针对当前外贸公共服务体系中的新兴业态——外贸公众平台的研究就更为稀缺了。理论方面,本文在强调外贸公共服务体系建设的重要意义后,以公共服务相关理论为依据,从政府和市场关系入手,借鉴国际贸易学政府干预理论的一般性研究、从经济角度对外贸公共服务体系的研究和从政府管理的角度对外贸公共服务体系的探索基础上,进行分析总结,得出建设外贸公共服务体系应该以市场为主导,由市场规律安排各主体的角色,政府应该起推动和校正市场失灵的作用等。实证方面,本文结合先期的问卷调查数据,先以南京市外贸公共服务体系建设作为研究对象,体现了目前南京市外贸公共服务体系是以政府为主导的运行模式下的状态；再以目前政府及各界主张大力发展的外贸新兴业态——外贸公共服务平台为研究主体,将对宏观的外贸服务体系研究落实到微观的实体上来,集中体现了企业对外贸公共服务体系中各主体角色的诉求和对以市场为主体的外贸公共服务体系运作模式等方面的研究；最后借鉴了发达国家外贸公共服务体系建设的经验和好的做法,对南京市外贸公共服务体系建设提出完善的建议。文章结构安排上,首先以研究现状和文献综述作为理论基础,其次分析南京市外贸公共服务体系的框架、实践成果、运行机制功能和不足之处。再次,研究由宏观到具体,主体由单一趋向多样化,对南京市外贸公共服务平台的建设的政策依据、功能设计、存在问题、建设思路和对策进行实证研究分析。最后,比较分析国外先进的外贸公共服务提供模式和路径,对南京市外贸公共服务体系的发展与完善提出优化建议。并总结论文的不足和今后的研究方向。
[Abstract]:With the trend of the world economic integration and globalization, the foreign trade role in promoting the national economy obviously. At present in China's foreign trade has been regarded as one of the national economy and the "three carriages", is the main open economy. A critical period of transformation in the economy and the government function, how to coordinate the relationship between government and market, construction foreign trade comprehensive public service system, to promote economic growth, expanding employment, the introduction of advanced products and technology to improve the Chinese production efficiency and innovation ability, enhance the level of domestic production, and ultimately to enhance the comprehensive national strength has important significance. With thirty years of rapid development of foreign trade industry and our government function transformation and upgrading the practice, at present, how to realize the interactive development of foreign trade and public service has been the government, institutions, various types of enterprises and society Group wide attention, the construction of public service system of foreign trade to the joint efforts of all parties forces. At the same time, the implementation of foreign trade carrier construction of public services, the main parties to the status and the role of foreign trade, is the construction of public service system in the first topic. The research direction of this thesis is the government public management and public service trade is an integral part of the government's public service functions, the system structure, scale, content, quality and definition of government functions, operation design, implementation in place, reasonable optimization is closely related to current research related to foreign trade. The number of public service system is lack of research, in view of the current foreign trade public service system in the new format: foreign trade public platform is more scarce. In theory, this paper emphasized the importance of the construction of public service system of foreign trade, to public service Business related theories, starting from the relationship between government and market, drawing on general theory of international trade theory of government intervention, research on the foreign public service system from the economic perspective and from the perspective of government administration on foreign trade exploration of the basic public service system, the analysis of the construction of public service system should be based on foreign trade the market is dominated by the laws of the market, the arrangement of the main role, the government should play the role of market failure and promote the correction. The empirical analysis, combined with survey data in advance, first in Nanjing city foreign trade public service system construction as the research object, reflects the current trade public service system in Nanjing city is the operation mode of the government led by the state; to the government and from all walks of life advocating Development -- a new industry of foreign trade foreign trade public service platform as the research subject, the Study on the foreign trade service system to implement the macro micro entity, embodies the research demands of enterprises the main foreign public service system and the role of the market as the main foreign trade public service system and operation mode; finally according to the experience of the developed countries in international trade and the construction of public service system in practice, put forward suggestions on the construction of public service system in Nanjing city. The structure of foreign trade, the first to present and review of the literature research as the theoretical basis and framework, followed by the analysis of the public service system of Nanjing city foreign trade practice, mechanism of function and shortcomings. Thirdly, study from the macro to the specific subject, from a single diversified construction on the platform of the Nanjing city public service trade policy basis, function design, problems, ideas and Countermeasures for the construction of empirical research and analysis. After that, we compare and analyze the advanced foreign trade public service provision modes and paths, and put forward suggestions for optimizing the development and improvement of Nanjing's foreign trade public service system.
