【摘要】：伴随上世纪末城镇化的持续发展,西北地区的农村社会面临着大量劳力外流、农业生产分散化、村集体组织溃败、村两委自治异化的困境。榆林市作为陕西北部的能源发展型城市,在工业反哺农业中,以农民合作社为农村经济发展的主要经营主体,大力发展设施农业,不仅带动了农村经济发展,更是将合作社的“功能嵌入”与村治模式改良联系在一起,形成了农民合作社与村两委联动治理农村社会的新型模式。本文在分析农民合作社与村两委联动治理的结构体系、治理模式的过程中,充分运用社会学中经典的结构功能理论以及公共管理中的多中心治理理论,采用文献研究法、实地调查法、比较研究法等具体方法,通过大量的文献总结与实地调查,系统地研究了榆林市农村社会治理现状,以及农民合作社与村两委联动治理农村社会的基本模式,提出在农村基层以村党委组织为领导核心力量,以村两委为自治主体,以合作社为经济性组织,将农村的思想政治、自治事务、经济繁荣,三者进行规范化管理,以契约形式使得三者分工明确,范围清晰。最后,根据榆林地区的发展情况,本文从组织要素、制度机制、资金基础、人力资源、信息与技术等多个方面,提出了如何保障农民合作社与村两委联动治理农村社会的这一新型治理体系更好发展。具体研究方面,本文在篇章结构安排上共分为六个部分:第一部分是绪论。这是论文总体性和概括性的介绍,主要包括论文选题背景、选题意义、国内外研究综述、论文研究的基本思路和方法以及技术路线和创新之处。第二部分是相关概念界定与基础理论。本部分主要介绍文中涉及到的治理主体、联动治理的相关概念,以及可能会用到的理论:治理理论、结构功能理论。文章在阐述合作社与村两委的互动关系、联动治理条件与意愿等关键内容后,运用治理、多中心治理思想阐述合作社参与农村社会治理的行为活动,并以结构功能主义为指导,构建治理结构与组织功能一致的模式,进而展开文章的主体部分。第三部分是榆林市农村社会治理现状。通过对样本地区的调查和资料搜集,这一节主要是描述榆林市农村治理现状,说明其呈现出治理主体趋向多元化、治理环境日益复杂化、治理方式愈加组织化、治理目标侧重产业化特征,同时合作社参与农村社会治理、与村级组织的互动效果显著。第四部分是农民合作社与村两委联动治理农村社会的模式构建。此部分通过选取典型案例,将联动治理模式分为以合作社为主导和以村两委为主体的两种模式,点明了两种不同模式的做法、效果、启示,并对这两种模式的适用条件、应用范围进行比较与评价。最后,针对榆林市的经济发展状况,本着经济发展优先序的原则,选取以合作社为主导的模式,来展开后续章节内容。第五部分是农民合作社与村两委联动治理农村社会的模式运行及其保障体系。此节就以合作社为主导的联动治理模式为主,从模式运行中主体行为、功能划分、运作过程展开论证,以结构图与运行图的形式,说明了合作社与村两委联动的一般规律,并从不同角度对如何保障农民合作社与村两委联动治理体系更好发展,提出相应建议。结论。此部分是对全文的总结,并对研究中发现的但未能在本文深入研究的问题给予提出,希望可以深化相关课题,为西部地区农民合作社与村两委联动治理农村社会的发展提供参考意见。
[Abstract]:With the continuous development of urbanization at the end of the last century, in the northwest rural society is facing a lot of labor outflows, decentralized agricultural production, the village collective organization rout, the village committee of alienation predicament. Yulin city is in the north of Shaanxi city in energy development, industry nurturing agriculture, farmers cooperatives as the main management body of rural economy the development, vigorously develop agricultural facilities, not only led to the development of the rural economy, will be more cooperative "embedded" and village governance improvement together, forming a new pattern of farmer cooperatives and village committee governance linkage of rural society. Based on the analysis of structure system of farmer cooperatives and village committee linkage governance, governance process in the model, make full use of the structure and function of the classical theory in sociology and public management in the multi center governance theory, using the method of literature research, field investigation Method, research method and concrete method, through a large number of literature review and field survey, systematic study of the rural social governance situation in Yulin City, as well as the basic mode of farmers' cooperatives and village committee linkage governance in rural society, the rural grass-roots party organizations in the village as the core of leadership power, to the village committee as autonomous entities, to cooperative economic organizations, the Rural Ideological and political affairs, economic prosperity, three standardized management, in the form of contract which makes the three clear division of labor, the scope is clear. Finally, according to the development of Yulin area, this paper from the organizational elements, system mechanism, capital, human resources, many aspects of information with the technology, put forward how to protect the new governance system and better development of farmer cooperatives and village committee linkage governance of rural society. The specific research, this article in the structural arrangement Is divided into six parts: the first part is the introduction. This is general and general thesis introduction, mainly including the background, significance, research at home and abroad, the research thought and methods as well as the technical route and the innovation. The second part is the definition of related concepts and basic theories related to governance. The main part of this paper introduces the related concepts, linkage of governance, and the theory may be used: governance theory, theory of structure and function. The interaction between this cooperatives and village committee, linkage governance conditions and other key elements and willingness to use, governance, polycentric governance principle of cooperatives in rural social governance behavior activities, and to structure and function as a doctrine, governance structure and organizational function consistent model, and then expand the main part of the article. The third part is the rural areas of Yulin City The status quo of social governance. Through the investigation and data collection of the sample area, the purpose of this section is to describe the current situation of rural governance in Yulin City, which shows the governance subject diversification, governance environment become increasingly complex, increasingly organized way of governance, governance objectives focus on industry characteristics, and cooperatives to participate in rural social governance, and interactive effect the village organization is significant. The fourth part is the construction of farmer cooperatives and village committees in rural society governance linkage mode. In this part, through the typical case, the linkage governance mode is divided into two modes to cooperative and guide to the village committee as the main body, points out two different modes of practice, effect and enlightenment, and application the conditions of these two kinds of modes, compare and evaluate the application. Finally, the economic development situation in Yulin City, in line with the principles of economic development priorities, to select As the leading model, to expand the content of subsequent chapters. The fifth part is the mode of operation and security system of farmers cooperatives and village committees linkage governance of rural society. This section to cooperative linkage governance model led, divided from the mode of behavior, function, operation process is demonstrated, the structure diagram and the diagram illustrates the form of general rules of cooperatives and village committee linkage, and from different angles on how to protect farmers' cooperatives and village committee linkage governance system for better development, put forward the corresponding suggestion.
