【摘要】:进入新世纪以后,世界经济一体化进程不断加快,我国面临日益激烈的国际和国内竞争的巨大挑战,在现今的发展中,竞争优势的突出主要体现在有优秀的人才队伍。面对经济社会的快速发展,为新时期政府职能的转变提出了更高的要求,现阶段面对全面建成小康社会的和中国梦的全面实现,决定了政府公共政策的制定、公共产品的提供以及公共产品的创新都必须适应社会主义市场经济体制转变的需要。这一系列行为模式的转变,要求公务员队伍必须具备相应的素质和管理服务能力,使公共管理和服务的科学化水平不断提升,所有这些都需要建设素质高、专业能力强、管理效率高、服务质量好的公务员队伍。借鉴国外人力资源管理的先进经验和管理模式,把职业生涯管理模式引入我国政府公务员队伍发展建设之中,既可以科学的规划公务员的职业生涯,又可以对公务员实施有效的激励,为公务员提供有效的发展平台和环境,,从而提高政府行政管理的绩效。 本论文以职业生涯管理理论作为导向,采取较为科学的研究方法,对吉林省信访局公务员职业生涯管理的实际情做了较为详细的调研,阐述了吉林省信访局公务员职业生涯管理中的现实问题,认真分析了产生这些现实问题的主要原因,提出了有效解决吉林省公务员职业生涯管理问题的对策。论文主要分四个章节:首先是绪论部分,阐述阐述了研究背景与研究意义、国内外研究现状、研究内容和研究方法、论文的拟创新之处;第二个部分是对职业生涯管理概述,主要解释了职业生涯管理的内涵、职业选择理论、职业发展阶段理论、职业锚理论;第三个部分是吉林省信访局公务员职业生涯管理现状分析。主要分析了吉林省信访局公务员队伍结构、吉林省信访局公务员职业生涯管理的现状、吉林省信访局公务员职业生涯管理存在的问题、吉林省信访局公务员职业生涯管理存在问题的原因分析;最后一个部分是吉林省信访局公务员职业生涯管理的对策建议。从以下提出了吉林省信访局组织方面的管理对策以及吉林省信访局公务员自我职业生涯管理对策。
[Abstract]:After entering the new century, the process of world economic integration has been speeding up, and our country is faced with the enormous challenge of increasingly fierce international and domestic competition. In the face of the rapid development of the economy and society, higher requirements have been put forward for the transformation of government functions in the new period. At the present stage, we are faced with the comprehensive realization of building a well-off society in an all-round way and Chinese Dream in an all-round way. It determines the formulation of government public policy, the provision of public goods and the innovation of public goods must meet the needs of the transformation of the socialist market economy system. The civil servants must have the corresponding quality and the ability of management and service, so that the scientific level of public management and service can be continuously improved. All of these require the construction of high quality, strong professional ability and high management efficiency. Drawing lessons from the advanced experience and management mode of foreign human resources management, introducing the career management model into the development and construction of our government civil servants, we can scientifically plan the career of civil servants. It can also provide an effective platform and environment for civil servants to improve the performance of government administration. This paper takes the career management theory as the guidance, adopts the more scientific research method, has made the more detailed investigation on the actual situation of the civil servants' career management of Jilin Provincial Bureau of Letters and visits. This paper expounds the practical problems in the career management of civil servants in Jilin Provincial Bureau of Letters and visits, and analyzes the main reasons for these problems. The paper is divided into four chapters: the first part is the introduction, expounding the research background and significance, the current research situation at home and abroad, the research content and the research method. The second part is an overview of career management, which mainly explains the connotation of career management, career choice theory, career development stage theory, career anchor theory; The third part is the analysis of the present situation of the civil servants' career management in Jilin Provincial Bureau of Letters and visitors. The problems existing in the career management of the civil servants in Jilin Provincial Bureau of Letters and visitors, and the causes of the problems in the management of the civil servants' career in the Bureau of Letters and visitors of Jilin Province; The last part is the countermeasures and suggestions on the career management of the civil servants of Jilin Provincial Bureau of Letters and visitations, and puts forward the management countermeasures of Jilin Provincial Bureau of Letters and visitors in the following aspects as well as the countermeasures of Jilin Provincial Bureau of Letters and visitors on the management of civil servants' self-professional career.
