基于流媒体技术的农村基层党员干部远程教育系统设计与实现

【摘要】：目前，中央在全国乡镇和绝大部分行政村建立了农村党员干部现代远程教育系统，以卫星、网络、广播电视三种模式将政策法规、市场信息、科技知识等学习教育内容定期传输到村，村级远程教育站点接收下载学习教育内容后再择时组织党员干部群众收看学习。但针对农村基层党组织，，目前的远程教育系统存在信息传输方向单一且内容全国整齐划一问题，难于适应不同地区文化差异、生产条件差异、产业结构差异，教育的针对性、实时性、交互性及实效性有待提高。本文借助远程教育理论、协同论、公共管理等理论，综合运用逻辑分析、实证分析、比较分析等研究方法，从远程教育的类型、实现方式、技术手段等多种角度，对远程教育中的各类主体的责权利，以及分工协作的机制等一系列问题进行系统、深入的研究。根据农村电子党务中存在的信息冗杂、信息孤岛、信息需求与匹配、信息的有效传递、信息素养这五类问题，运用Web流媒体技术、数据库技术、系统架构技术、分类算法设计、安全技术设计建立了立体的、全方位的协同机制，以实现信息的合理采集、合理分类、和无差化公开。并构建基于县、乡两级党政机关的信息平台，满足了基层党组织对党务信息个性化需求。本文在保障信息的安全基础上，对信息的整合处理，实现了党建信息的数字化管理，并且强化教育主体、基层主体，促进了各部门之间的联系与交流。系统对信息采集与分类、信息搜索、信息安全着三大主要内容进行了重点设计，电子党务属于高密党建且需要长期扩展的性质，采取安全稳定的MVC三层结构设计实现了系统架构；采用B/S架构，方便用户使用和系统维护升级；采用C#语言开发，实现跨平台处理，提高系统性能；通过流媒体直播、录像点播的方式实现了村级远程教育站点教学大规模开放的技术解决方案；采用蚂蚁爬行算法和信息需求算法，实现了信息分类的精度和时间复杂度要求；采用sql server数据库技术，保障了数据库的稳定性；从物理层、数据链路层、网络层、应用层、系统层、数据库进行全方位的管理保障了系统的安全。系统综合运用现有的远程教育手段和网络技术，提高了农村党员干部现代远程教育的实效性，经过前期建设和近期的测试检验，已投入试运营。随着系统的进一步完善和推广，基于Web流媒体技术的现代远程教育系统必将为我国电子政务的发展贡献力量。
[Abstract]:At present, the central authorities have established a modern distance education system for rural party members and cadres in villages and towns across the country and in most administrative villages, using satellite, network, radio and television models to put policies and regulations and market information on the market. Scientific and technological knowledge and other learning and education contents are regularly transmitted to villages, and village-level distance education sites receive and download the contents of study education, and then organize party members, cadres and masses to watch the study at a later time. But for the rural grass-roots party organizations, The current distance education system has the problems of single direction of information transmission and uniform content of the whole country. It is difficult to adapt to the cultural differences of different regions, the differences of production conditions, the differences of industrial structure, the pertinence and real-time of education. Interaction and effectiveness need to be improved. With the help of the theory of distance education, coordination theory, public administration and so on, this paper makes comprehensive use of logical analysis, empirical analysis, comparative analysis and other research methods, from the types of distance education, ways of implementation, technical means and other perspectives. A series of problems, such as the responsibility and rights of various subjects in distance education, and the mechanism of division of labor and cooperation, are systematically and deeply studied. According to the information jumbled and isolated information, the information needs and matching exist in the rural electronic party affairs. The system has carried on the key design to the information collection and classification, the information search, the information security three main contents, the electronic party affairs belongs to the high density party construction and needs the long-term expansion nature, Adopt the safe and stable MVC three-layer structure design to realize the system architecture; adopt the B / S structure to be convenient for users to use and system maintenance and upgrade; use C # language development to achieve cross-platform processing, improve the system performance; live streaming media, Video on demand (VOD) is used to realize the technical solution of large-scale open teaching of village distance education sites, and the ant crawling algorithm and information demand algorithm are adopted to achieve the accuracy and time complexity of information classification. Using sql server database technology to ensure the stability of database, from physical layer, data link layer, network layer, application layer, system layer, The comprehensive management of the database ensures the security of the system. The system synthetically utilizes the existing means of distance education and network technology, improves the effectiveness of modern distance education for rural party members and cadres, and has undergone early construction and recent testing and testing. With the further improvement and promotion of the system, the modern distance education system based on Web streaming media technology will certainly contribute to the development of e-government in China.
