【摘要】：协作性公共管理是现代公共管理的一种新的模式,它代表了当前公共管理新的发展趋向或研究途径。随着我国航运经济的复苏、海洋强国战略的提出和北方海区区域经济的飞速发展,对北方海区航海保障工作提出了更高的要求。单个的政府或组织难以满足北方海区航海保障发展的需要,应该加强各个组织或个人的相互沟通与协作。本文基于协作性公共管理的视角,采用访谈法和案例分析法,从航海保障管理模式沿革入手,思考开展北方海区航海保障协作的动因和可行性,通过参与主体、纵向和横向协作、典型案例对北方海区航海保障协作的现状进行了分析,并结合实际工作经验,探寻了北方海区航海保障协作中存在的问题,针对性地提出加强协作的对策和建议,认为提升北方海区航海保障水平的根本途径,就是加强协作。从思想层面上,应形成协作共识,建立信任,完善利益表达机制,吸引多元主体参与协作。从具体手段上,首先应建立权威性的航海保障协作管理机构,使协作步调达成一致;其次应采取多种方法筹集资金,保证协作的投入力度;第三应加强信息技术交流与合作,使协作科学有效开展。从制度层面上来看,应完善航海保障协作的法制规范、加强监督机制建设,为协作管理提供制度保障。论文分为六个章节:第一章介绍了选题背景和研究意义、论文的研究思路和方法等;第二章介绍了相关的基本概念、研究文献综述、基础理论;第三章分析了北方海区航海保障管理模式的沿革及协作的动因和可行性;第四章分析了北方海区航海保障现状和存在的问题;第五章针对问题,提出了加强北方海区航海保障协作的对策与建议。
[Abstract]:Collaborative public management is a new mode of modern public management, which represents the new development trend or research approach of public management. With the recovery of shipping economy in China, The strategy of ocean power and the rapid development of the regional economy in the northern sea area have put forward higher requirements for the maritime support work in the northern sea area, and it is difficult for a single government or organization to meet the needs of the development of maritime security in the northern sea area. We should strengthen the communication and cooperation among organizations and individuals. Based on the perspective of cooperative public management, this paper begins with the evolution of maritime security management mode by means of interview and case analysis. Considering the motivation and feasibility of maritime support cooperation in the northern sea area, this paper analyzes the current situation of maritime support cooperation in the northern sea area by taking part in the main body, longitudinal and horizontal cooperation, and combines with practical work experience. This paper probes into the problems existing in the coordination of navigation support in the northern sea area, puts forward the countermeasures and suggestions for strengthening the cooperation, and holds that the fundamental way to enhance the level of maritime support in the northern sea area is to strengthen the cooperation. The cooperation consensus should be formed, trust should be established, interest expression mechanism should be perfected, and multiple subjects should be attracted to participate in the cooperation. From the concrete means, the authoritative cooperative management organization of maritime security should be established first, so as to reach an agreement on the pace of cooperation. Secondly, we should take various methods to raise funds to ensure the investment of cooperation; third, we should strengthen the information technology exchange and cooperation, so that cooperation can be carried out effectively. From the system level, we should improve the legal system and norms of maritime security cooperation. The thesis is divided into six chapters: the first chapter introduces the background and significance of the topic, the research ideas and methods, the second chapter introduces the related basic concepts. The third chapter analyzes the evolution of maritime security management mode in the northern sea area and the reasons and feasibility of cooperation; chapter 4th analyzes the current situation and existing problems of maritime security in the northern sea area; chapter 5th focuses on the problems. The countermeasures and suggestions for strengthening the coordination of navigation support in the northern sea area are put forward.
