论中国体育发展方式的公共转向:从国家体育到公共体育

【摘要】：使用逻辑归纳法和文献分析法等研究方法,从新公共管理和新公共服务理论视角出发,对中国体育发展方式由国家体育转向公共体育这一基本问题进行了深入讨论。在回顾国家与公共关系理论的基础上,阐述了中国公共体育转向的基本内涵,构建了公共体育发展方式下群众体育和竞技体育协调发展的关系模型,论证了公共体育的价值基础;在分析国际公共社会发展趋势和中国组织理性成熟、公民理性不足的前提下,构建了基于较为成熟的组织理性暂时替代尚未成熟的公民理性的中国公共体育发展方式模型,明确提出了公共体育的价值基础、发展目标、实现路径和保障措施等基本要求,旨在为中国实现体育发展方式的顺利转向提供理论支持。
[Abstract]:From the perspective of new public management and new public service theory, we use the methods of logical induction and literature analysis. This paper makes a deep discussion on the basic issue of the development of Chinese sports from national sports to public sports. On the basis of reviewing the theory of state and public relations, this paper expounds the basic connotation of the development of Chinese public sports. This paper constructs the relationship model between mass sports and competitive sports under the mode of public sports development, demonstrates the value basis of public sports, and analyzes the development trend of international public society and the maturity of Chinese organizational rationality. Based on the lack of citizen rationality, this paper constructs a model of Chinese public sports development mode, which is based on the relatively mature organizational rationality to replace the immature citizen rationality, and puts forward the value foundation and development goal of public sports. The purpose of this paper is to provide theoretical support for the smooth turning of sports development mode in China.
