导入质量体系提升海事公共服务能力研究

【摘要】:随着我国社会主义市场经济体制改革的不断深入,加快行政管理体制改革,建立“权责一致、分工合理、决策科学、执行顺畅、监督有力”的现代公共行政管理体制,建设服务型政府的任务日益迫切。在此大背景下,2009年10月,交通运输部海事局党组在全国海事工作会议上首次明确提出了“四型海事”的发展理念,其中包含了服务型海事的建设目标。 服务型海事建设需要立足于我国政治、经济、文化及海运发展实际,反思和吸取海事公共服务中存在的问题及其教训,借鉴国际、国内海事管理行政管理体制建设的成功做法和经验,从理论上进行设计和指导。本文以导入质量管理体系为切入点,以提升海事公共服务能力建设为研究目标,着眼于福州海事公共服务能力建设的背景、目标及目前仍存在的不足,通过分析福州海事管理机构导入并构建质量体系可行性及必要性,提出加强福州海事公共服务能力建设的对策和建议。论文内容分为五大部分:第一部分主要通过对我国海事公共服务能力建设的背景和现状进行分析,提出导入质量体系提升海事公共管理服务能力的意义,并对国内外政府公共服务与质量管理理论及本人的研究方法进行的阐述,为下文的进一步研究做出铺垫。第二部分主要对质量管理体系及海事公共服务等进行概念界定,回顾了质量管理理论、公共服务质量管理理论及服务型海事建设相关的理论基础,搭建了本论文的理论平台,并总结分析了质量管理体系及服务型海事建设与提升海事公共服务能力的关系。第三部分在对福州海事公共服务及我国海事公共服务发展新动向研究的基础上,对福州海事公共服务现状进行分析,明确福州海事当前公共服务建设与服务型海事建设需要之问存在的差距,提出需要进一步提升海事服务能力建设的要求。第四部分主要吸收借鉴中外公共部门特别是海事管理部门导入质量管理体系提升公共服务能力的经验和做法,对海事导入质量管理体系的可行性及必要性进行分析,为福州海事提升海事公共能力水平的路径做出探索。第五部分主要是针对论文研究中发现的问题,提出提升福州海事部门公共服务能力对策建议。 本文以理论研究与案例研究相结合的方法,通过学习借鉴国内外公共服务管理的研究成果,在新公共管理的视野下,探索海事行政管理部门吸收借鉴企业质量管理模式,寻求完善海事行政的管理和控制手段,通过公共服务管理质量体系化的运作模式,在服务理念、服务手段、服务目标、服务提升机制等方面提出改进建议,以期实现以最佳的公共服务成本满足行政相对人对公共产品质量要求的目标。
[Abstract]:With the deepening of the reform of the socialist market economic system in our country, we should speed up the reform of the administrative system, and establish a modern public administration system with "consistent powers and responsibilities, reasonable division of labor, scientific decision-making, smooth execution and effective supervision". The task of building a service-oriented government is becoming increasingly urgent. Under this background, in October 2009, the party group of the Bureau of Maritime Affairs of the Ministry of Transport put forward the development concept of "four-type maritime" for the first time at the national maritime work conference. It contains the construction target of service-oriented maritime affairs. The service-oriented maritime construction needs to be based on the reality of political, economic, cultural and maritime transportation development in China, to reflect on and absorb the problems and lessons in maritime public service, and to draw lessons from the international community. The successful practice and experience of domestic maritime administration system construction are designed and guided theoretically. This paper aims at improving the capacity building of maritime public service by introducing quality management system as the starting point. Focusing on the background, objectives and shortcomings of Fuzhou maritime public service capacity building, this paper analyzes the feasibility and necessity of introducing and constructing quality system in Fuzhou maritime administration. The paper is divided into five parts: the first part mainly analyzes the background and present situation of the maritime public service capacity construction in China. This paper puts forward the significance of introducing quality system to enhance the service capacity of maritime public management, and expounds the theory of public service and quality management at home and abroad and the research methods of myself. The second part mainly defines the concept of quality management system and maritime public service, and reviews the theory of quality management. The theory of public service quality management and the theoretical basis of service-oriented maritime construction are built up the theoretical platform of this paper. The relationship between the quality management system, the service-oriented maritime construction and the enhancement of maritime public service capacity is summarized and analyzed. The third part is based on the research on the new development trend of Fuzhou maritime public service and China's maritime public service. This paper analyzes the present situation of Fuzhou maritime public service, and clarifies the gap between Fuzhou maritime service construction and service maritime service construction. Part 4th mainly absorbs and draws lessons from the experience and practice of introducing quality management system into the quality management system in China and foreign countries, especially maritime administrative departments, to enhance the public service capacity. This paper analyzes the feasibility and necessity of introducing the quality management system into the maritime industry, and explores the path to enhance the maritime public capacity in Fuzhou. Part 5th is mainly aimed at the problems found in the research of the thesis. Countermeasures and suggestions are put forward to improve the public service capacity of Fuzhou maritime department. In this paper, by combining theoretical research with case study, by learning from the research results of public service management at home and abroad, this paper explores the model of enterprise quality management absorbed by maritime administration departments under the new public management vision. Seeking to perfect the management and control means of maritime administration, through the operation mode of systematization of public service management quality, put forward some improvement suggestions in service concept, service means, service target, service promotion mechanism, etc. In order to achieve the best cost of public service to meet the administrative counterpart of public product quality requirements.
